- The Homeland Security Advanced Research Projects Agency (HSARPA) invests in programs offering the potential for revolutionary changes in technologies that promote homeland security and accelerates the prototyping and deployment of technologies that reduce homeland vulnerabilities. HSARPA is the external funding arm for the Department of Homeland Security Science and Technology Directorate. HSARPA performs these functions in part by awarding procurement contracts, grants, cooperative agreements, or other transactions for research and prototypes to public or private entities, businesses, federally funded research and development centers and universities._____ A critical area of focus for the DHS S&T program is the development of radiological and nuclear countermeasure systems that improve the US capability to address the threat of terrorist use of a radiological dispersal device (RDD), improvised nuclear device (IND) or nuclear weapons in the US through a comprehensive systems approach that emphasizes early detection and effective intervention capabilities at the Federal, state and local levels as well as post-event capabilities for remediation. In the Radiological and Nuclear Countermeasure System Architectures Analysis (RNCSAA) Broad Agency Announcement (BAA), which will follow from this Draft Statement of Work for Comment (DSWC), HSARPA plans to solicit an architecture study team to evaluate RDD and IND countermeasures. The RNCSAA study will evaluate the currently deployed countermeasure architecture, extensions in scale and scope of the current architecture, and future architectures either defined by the government or developed by the study team. HSARPA anticipates that this will be a multi-year effort with interim deliverables._____ This DSWC is intended to seek comments from potential bidders on the Draft Statement of Work, level of effort, and deliverables for a multi-year RNCSAA study. The goal of this DSWC is to encourage a dialogue with potential bidders and other communities of interest to facilitate a future RNCSAA BAA._____ The RNSCAA BAA will be classified. Only bidders who meet the security requirements for this BAA will be eligible to receive the solicitation documentation and bid on the effort._____ Attached to this announcement is the Draft Statement of Work for Comment.
