Description
This announcement is a request for quote (RFQ) for an Electronic Media Specialist. This requirement will be at the Department of Commerce (DOC), under the Office of the Secretary, Office of Public Affairs. Located in the Herbert C. Hoover Building on 14th and Constitution Avenue in Washington D.C. This announcement is for a quote only and in no way obligates the Government to award a contract. All quotes will require a resume for all potential candidates and must be turned in to the point of contact below by 12:00 noon (EST) on the 24th of November 2003. The Electronic Media Specialist shall provide effective audio-visual support for the Office of the Secretary, Office of Public Affairs Broadcast Studio from date of award for a period of 60 days with possible extension. The Electronic Media Specialist will be required to work with high-level dignitaries and must have good communication, consulting, and technical skills. The Electronic Media Specialist will be required to possess a moderate risk security clearance through his/her company and DISCO. The Electronic Media Specialist shall coordinate and conduct successful, on-time satellite feeds, audio feeds and video teleconferencing, ensuring that the equipment needed for these activities is checked and operating immediately prior to events. The Electronic Media Specialist shall perform but not limited to visually effective ENG camera work; basic non-linear video, clear and seamless audio editing, and encoded information functions, track and retrieve all broadcast to include (T.V. and Radio) coverage, manage inventory and supplies, carry equipment, and perform general administrative work. The Electronic Media Specialist shall arrange technically successful news conferences, press briefings and other public information functions, ensuring that the equipment is checked and fully functional prior to events. The Electronic Media Specialist shall coordinate approved video web-streaming events on the Department of Commerce (DOC) homepage with in-house personnel and outside vendors in a timely manner. In addition, the media specialist will ensure that all written transcripts of web-streamed events are simultaneously posted on the (DOC) homepage. The Electronic Media Specialist will market and distribute Public Service Announcements (PSA?s) to radio and T.V. stations in selected markets and track their use. The Media Specialist may be required to pitch interviews to radio and T.V. stations in selected markets and track their use. Further, the Electronic Media Specialist will be required to maintain a flexible schedule in order to accommodate all audio-visual needs. Some overtime work may be required. The Electronic Media Specialist must possess a bachelor?s degree in communications (or similar field or work) plus have 5 years of experience in the audio-visual and multi-media work as outlined in the statement of work. Knowledge of HTML, audio-visual equipment web pages and administrative equipment such as computers, fax machines and copiers. The Media Specialist will possess skills in establishing and maintaining effective working relationships with individuals as well as groups is critical in order to establish interchanges between groups that are affected by the agency?s programs. Must possess skills in developing written materials that convey complex information pertaining to programs and functions within the agency to a diverse community. The Media Specialist will possess knowledge of the principles, methods, practices, and techniques used in the art of communication that enable the employee to function as the organization?s technical authority for all public affairs and community related problems and issues. The Media Specialist will evaluate the effectiveness of the public affairs program, analyzing feedback from the public as well as interested groups in order to develop recommendations to improve internal operations and enhance the overall public affairs program. The Media Specialist will report directly to the Deputy Director of Public Affairs. The contractor is responsible for all traveling and miscellaneous expenses. The contractor may have to perform work outside of the Department of Commerce, at various locations. The contractor?s main duty hours will be from 9:00 a.m. ? 5:00 p.m. All quotes will be turned into Lottie Plater, Contracting Officer by email at: lplater@doc.gov.
