Description

Notice of intent to award a sole source contract. The U.S. Department of State (DOS) intends to award a sole source firm-fixed-price contract to United Press International for the UPI NewsWire Service and national and International News 24 hours a day, seven days a week. The government intends to award a contract for a one-year period of performance. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have three (3) days from the date of publication of this synopsis, to submit in writing (via email to SinclairTE@state.gov), clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after three (3) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be emailed. Responses to this notice must be received by close of business, November 17, 2003, at 3:00 P.M. (EST). Responses must include your business name, point of contact, address, and telephone number with area code and email address. Telephone requests or inquiries will not be accepted. Requests are to be emailed to SinclairTE@state.gov. If no responses are received, an award will be made to Congressional Quarterly Inc.
