Description

NA This is a correction to the previous announcement dated 10 Nov 03. This Sole Source requirement is not a Total Women-Owned Business Set Aside. ---Defense Contracting Command-Washington (DCCW)intends to award a single-source contract (IAW FAR 6.302) to Fre edom Technologies, Inc., 555 12th St., NW, STE 950 North, Washington, DC 20004-5200. The project is to provide support to the Department regarding the development, coordination and oversight of DoD policies and strategic plans on the management, preserva tion and use of electromagnetic spectrum. This is to include development of strategic DoD policy positions and leadership in the President's Spectrum Initiative and implementation of the results of the 2003 World Radiocommunication Conference (WRC) in Gen eva, Switzlerland. The contractor will: 1) provide the primary strategic advice and liaison with policy and regulatory decisions made by the FCC that will affect DoD across a range of issues to include track and provide guidance on Congressional activitie s tied into the universe of FCC-related spectrum issues, and 2) monitor/coordinate the Department's reponse to legislation designed to create a Spectrum Relocation Trust Fund to fully compensate the Department for relocation of its systems out of spectrum that is being turned over to the private sector. The period of performance for twelve months from the effective date. No RFP for competitive competition; this announcement is for informational purposes only. See Note 22.
