- Description
- FISC Norfolk Detachment Philadelphia intends to solicit on a full and open competition basis for medical transcription services in support of the Inpatient Medical Records Department at the National Naval Medical Center, Bethesda, MD. Subject acquisition will be processed as a Commercial Items requirement Per FAR Part 12, using simplified acquisition procedures as outlined in FAR Part 13.5. The contractor will provide transcribed, typed material drawn from digital recordings that are dictated on the hospitals Dictaphone Enterprise Express System. In addition, the contactor will supply the necessary hardware/software to facilitate connection by existing telephone lines. The transcribed reports are to be in word processing software compatible with Microsoft word 97, in a windows NT environment. The types of reports that will be required include but not limited to, Air Evacuation Narrative Summaries, STAT dictations, Transfer Narrative Summaries, Active Duty Narrative Summaries, medical Board Reports, Temporary Disability Retired List Evaluations, Routine Narrative Summaries, Operation Reports, Pre-Cardiac Catheterization Reports, Cardiac Catheterization Reports, Pacemaker Placement Implantation Reports, Educational and Developmental Intervention Service Reports. Transcription services are required on a 24 hour, seven days a week basis, including holidays, with an estimated turnaround time for each report ranging from 2 to 24 hours after the dictation. The estimated annual volume for the Inpatient Medical Records Department is 5,000 lines per day, with each line consisting of 70 characters. Transcribers must have a broad knowledge of specialized vocabulary in medicine and surgery, and be able to adapt to variation in accent, speech, tone, voice, volume, delivery, pronunciation, and enunciation. The NAICS code is 561410. It is anticipated that a firm fixed price service contract will be the result of this acquisition effort. The period of performance under subject requirement will consist of a nine month base period starting 1 Jan 04 through 30 September with four one year option periods.
