- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to issue a request for proposal (RFP) for Education and Training Services to support the Naval Air Technical Training Center (NATTC) Pensacola, Florida. Services are required for a six-month base period, to commence 1 April 2004, with provisions for four consecutive twelve-month option periods. The contractor shall provide adequate numbers of qualified personnel, supervision, management, equipment, and materials to perform education and training services to students, located at NATTC Pensacola, FL in support of technical training programs, such as: Avionics, Air Traffic Control, Job Oriented Basic Skills (JOBS), Mechanical, and Curriculum Development Services. Services shall include instruction of courses, articulation of courses, award of college credits, remediation assistance for students, instruction and remedial assistance in the Learning Resource Centers, Test and Evaluation support, curriculum maintenance, curriculum development, mobile training, related travel, and review of course curricula for the purpose of recommending changes to curriculum, alternate curriculum, or changes in delivery method in support of Navy ?Revolution in Training? goals. The purpose of the services is to produce a proficiently trained student meeting the performance and course completion standards as determined by the Navy and obtaining college credit and/or industry certifications, where possible, for instruction received. The RFP will include the estimated quantity of work, course operating hours, course length, annual student throughput, class size, classes in progress, course descriptions, ratios of instruction, course-learning objectives, specialized technical certifications, maintenance requirements, whether special course requirements; estimated class convening schedules, and will site mandatory or advisory applicable Government regulations and directives. The contractor or partnered institution shall be a member in good standing with the Servicemembers Opportunity College (SOC) and, consistent with academic standard and SOC principles, shall award college credits to students for courses completed under the prospective contract. The Government intends to award, on a full and open competition basis, a firm-fixed-price labor hour, indefinite quantity-indefinite delivery type service contract, to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors, with technical factors significantly more important than price. When available, the RFP will be posted at the Navy Electronic Commerce Online (NECO) Web site, www.neco.navy.mil.
