- NAICS Code: 541511 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to the University of Georgia, Dr. Bruce Beck Warnell School of Forest Resources 4-104, Athens, 30602 for the acquisition of Sensitivity and Uncertainty Analyses Methods for FRAMES-3MRA (HWIR). This research effort targets the evaluation of sensitivity and uncertainty in regulatory decision-making context. The research involves the application of the 3MRA modeling technology to the problem of estimating th nation distribution of human and ecological risks resulting from the disposal of industrial waste streams in land-based waste management unites. UGA, specifically Dr. Beck, has the unique expertise to bring together all the elements required to address the research topic. Dr. Beck has published numerous journal articles on the "systems perspective" of environmental modeling, ranging from water treatment processes to water quality to full multi-media exposure and risk assessment modeling. The EPA has identified the University of Georgia, Dr. Bruce Beck, as the only vendor capable of satisfy the requirement in order to ensure data compatibility and accuracy. The circumstance permitting "other than full and open competition" is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
