- NA The U.S. Army Contracting Agency, ITEC-4, proposes a non-competitive acquisition with Motorola, Inc., U.S. Federal Government Markets Division, Hanover, MD, for the procurement of supplies and services to expand the Coalition Provisional Authority (CPA) Mo torola Smartzone Trunking Radio System (CPA Smartzone System) in Baghdad, Iraq. The existing CPA Smartzone System, which was awarded under GSA Order SKWO1-A-03-F-0001, allows for secure UHF trunking communications through four talk groups and 300 handheld radios. The capacity of the CPA Smartzone System has been reached and must be expanded immediately to allow for increased secure communications throughout Baghdad. Accordingly, the Government requires the following supplies and services to accommodate t he increased demand for medium-range secure radio communications. First, the Government requires 350 additional Smartzone radios and associated hardware. Second, the Government requires the CPA Smartzone System to be expanded with four additional repeate rs to allow for four new talk groups. Third, the Government requires a network management system for the expanded CPA Smartzone System to provide fault monitoring; system maintenance; performance management; configuration management; security management; dispatch management; and, account management from the management console to the end user. Fourth, the Government requires on-site maintenance of the CPA Smartzone System for one year after the expansion of Smartzone System has been completed. The period of performance for this effort is 15 months from date of contract award. Delivery of all items associated with this requirement will be made to the Baghdad vicinity. The statutory authority for other than full and open competition is 10 U.S.C. ???? 2304( c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate that they can successfully enhance the CPA Smartzone System within the Government's schedule may submit a proposal that will receive consideration. Offerors must possess technical expertise and experience with Smartzone equipment and technology. Proposals must be no longer than five pages. This effort will be purchased thr ough a combination of an order to GSA Schedule GS-35F-0004L and a Firm Fixed Price contract. First, equipment available on GS-35F-0004L, along with incidental open market equipment, will be procured through an order to GS-35F-0004L. Second, the Governmen t will procure the services and additional equipment needed to satisfy this requirement under a Firm Fixed Price contract.
