Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Proposals are being requested and a written solicitation will not be issued. The solicitation number is J04MR00001. This is a full and open competition and will result in the award of a single firm fixed price contract. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-16 effective 10/31/2003. STATEMENT OF NEED Introduction: The Mine Safety and Health Administration (MSHA), by mutual agreement with the United States Postal Service (USPS), owns a building located on land owned by the USPS, in Norton, Virginia. The building was built in 1915 as a training center for the Bureau of Mines. The building has been vacant for many years and was used as a garage and storage area by MSHA. The building is falling apart from neglect and is a safety hazard. MSHA and the USPS have agreed that the building should be demolished. MSHA does not have further need for the facility nor does the USPS. Remodeling the building is not a viable option, due to the buildings current condition, age, size, and market value. PROJECT SCOPE The building is located on Virginia Avenue, Between Seventh and Eighth Streets, Norton, VA. The selected contractor will : Demolish structure owned by MSHA and located on USPS land. Structure is approximately eighty nine (89) years old, flat roofed, block and concrete, one-story 37? by 25?, on concrete foundation, with lath and plaster walls and ceiling. One pedestrian door and a two-sided gate garage door, double hung windows, a sink, blower type heaters and built-in shelving. The facility has standard public utility service. Some of the windows are broken, the roof is falling in, the trim and fascia boards are rotted and the interior is filled with roof, wall and ceiling rubble. The contractor must obtain all permits, and adhere to all Federal, State, and local government codes and safety regulations for all phases of the demolition work. The contractor will be solely responsible for terminating and capping all public utilities, demolition site management, street closure coordination, haul away rubble, improving land by grade and leveling and top with approximately1 inch standard construction gravel. Due to its age, this structure may contain asbestos and/or lead. Contractor must adhere to codes governing hazardous material removal and handling. All work is to be completed no later than sixty (60) days after contract award. If conditions observed during the site visit (presence of asbestos, etc.) require a longer period of performance, the bidder will include this information and a timeline for the completion of the work in his bid. The work must be performed only on weekends. Starting 5:00 P.M Friday and continuing through 6:00 A.M. Monday morning. If the project is to be completed over several weekends, then all materials and equipment must be secured or removed. Waste generated during each weekend will be removed before 6:00 A.M. Monday morning. Prior to submitting bid the contractor must conduct a site visit. Conditions found during the site visit. 2. How the demolition will be performed. 3. Project Timeline 4. Who will perform the work including subcontractors. 5. Detailed cost breakdown. 6. What work will be done 7. Project completion date. 8.If hazardous material (asbestos, lead) is found, explain the method of removal and a timeline. Removal of asbestos or other hazardous substances is to be done by a qualified vendor/individual. Include evidence of qualifications for such removal with the bid. 9. Obtain all permits, clearances, and licenses. 10. Surveys. 11. Post demolition site visit A single contract will be awarded for the entire demolition project. The contractor must be licensed and bonded. It will be the contractor?s responsibility to ensure that the projected dates are met and that all work meets MSHA?s requirements, and Federal, State and local Government codes. In addition, all governing rules, codes and regulations must be adhered to. The contractor shall provide a comprehensive implementation plan. The plan shall include a site visit, proposed demolition plan (with alternatives) detailed time schedules, personnel, materials and equipment lists, material certification and documentation sufficient to provide operations guidance for MSHA. The contractor will warrant all work for a period of 90 days. The contractor will ensure that all milestones are met that all work performed is done by a qualified professional. If the contractor fails to perform the work within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of one hundred fifty dollars ($150) per calendar day of delay. FAR CLAUSES AND PROVISIONS. The following FAR provisions and clauses apply to this solicitation: 52.212-1 Instructions to Offerors ? Commercial Items; 52.212-2 Evaluation ? Commercial Items. BID CONTENTS. Offerors are to submit a firm fixed price bid for the demolition of the building and clearing of the site in accordance with the above statement of work. In order to be responsive, the bid will address each of the eleven (11) items as indicated above. Award will be made to the lowest price, responsive and responsible bid.
