Description
NAICS Code: 541612 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation intends to award fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is published as a small business set aside. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-2, Evaluation-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation provisions, will be the most advantageous to the Government, cost and other factors considered. BACKGROUND: The OAR Diversity Action Plan Workgroup (DAP), established in 1997, is comprised of Special Emphasis Program Managers (African American, Asian/Pacific Islander, Hispanic, Disabled), Union representatives from the American Federation of Government Employees, National Treasury Employees Union, and one representative from each of the six program and staff offices. The workgroup was charged with developing specific goals and activities that would respond to concerns raised by minority employees during a series of focus groups convened at the request of the Agency. These included addressing the removal of barriers identified by focus group participants in the areas of recruitment, hiring, promotions, awards and training. In addressing the concerns, the DAP met with OAR's Assistant Administrator and Deputy Assistant Administrators and established milestones and goals to monitor progress toward ensuring that OAR is an environment that is consistently fair, equitable, and inclusive of all members of our workforce without prejudice. The primary themes focused on affirmative employment, maintaining and utilizing a diverse workforce, recruitment strategies to reflect increased diversity from under-represented groups, leadership management, team building; and, employee development wherein every OAR employee can develop to his or her fullest potential. The DAP intends to collect data on progress made by conducting a "Workforce Survey" (WS) of OAR's approximately 1325 employees throughout the United States. Data from the WS will be used to enhance OAR's Diversity Action Plan, and to assist OAR Executive Leadership and management teams in planning program links to the OAR/Agency Human Capitol Strategy where critical developmental needs will have been identified. The OAR WS will also take into account current Agency moves toward establishing a systematic process for strategic workforce planning (commonly referred to as the EPA National Strategic Workforce Planning System Project). These links will allow OAR to maintain commitments to create a work environment which emphasizes accountability, equity, opportunity, and trust. The Workforce Survey will serve as a road map in reviewing progress towards goals established in 1997 and identifying any modifications necessary in 2004 and beyond. PURPOSE: The Contractor shall, in consultation with OAR's Executive Leadership and the Diversity Action Workgroup Planning Team, develop and administer an OAR Workforce Survey to measure employee attitudes/beliefs on the workplace in the key areas of fairness, equitable treatment, inclusiveness and supportiveness. The Contractor shall meet with OAR's Executive Leadership, the DAP, and the Simplified Acquisition Contracting Officer's Technical Representative (COTR) to discuss the delivery schedule for project deliverables outlined in this Statement of Work (SOW). TASKS: Task 1 - OAR Overview: The Contractor shall review relevant materials and documents on OAR and EPA personnel practices, and managerial policies and procedures, or other relevant information that will assist the Contractor in becoming familiar with OAR's diversity efforts. These materials may include previous DAP and Agency surveys which collected and measured information on key areas of concerns for employees in past years and their relevancy to today. Task 2 - Workforce Survey Instrument Development: The Contractor shall develop the Workforce Survey instrument, subject to final approval of OAR's Executive Leadership and the DAP, which includes questions intended to collect and measure information on OAR employee attitudes, beliefs, experiences, and perceptions as they relate to fair, equitable, inclusive and supportive atmosphere in the workplace. Subject to OAR approval, the Contractor will be required to visit select OAR offices outside of the Washington, D.C. area to gain a specific location dynamic that may be at play for key site related employee concerns. Such concerns shall be incorporated in the development of the Workforce Survey instrument. Task 3 - Development and Implementation of Communication Strategy: The Contractor shall develop and implement, subject to final approval of OAR's Executive Leadership and the DAP, a communication strategy and materials to explain the purpose of the Workforce Survey to OAR's workforce and encourage participation. Task 4 - Survey Administration: The Contractor shall administer the Workforce Survey through distribution to, and collection of the survey instrument from each OAR employee, after final EPA approval. Distribution methods shall include development of an Agency intranet site, or a webpage on the Internet where employees may complete and submit the survey, wherein the employee's identity is protected. Similarly, any effort to conduct the Workforce Survey through mailings to all employees shall protect the identity of all respondents. Task 5 - Survey Analysis: The Contractor shall provide a summary analysis of the findings of the Workforce Survey in a final report to OAR's Executive Leadership and the DAP. The Contractor's final report shall include: 1. a detailed summary of the survey results; 2. a detailed summary of the methodology used; 3. significant problem areas identified; 4. recommendations to OAR's Executive Leadership and the DAP, to address problem areas identified, in preparing an operating plan to work on key areas including accountability of management and employees, awards, and training. LEVEL OF EFFORT: The estimated level of effort for this requirement is 200 hours. PERIOD OF PERFORMANCE: The period of performance for this Purchase Order is January 1, 2004 through June 30, 2004. DELIVERABLES: Monthly progress reports due by the 10th day of the following month, Survey Instrument, Communication Strategy, Survey Administration and Analysis with Final Report due in consultation with COTR. QUOTE SUBMISSION INSTRUCTIONS: The Offeror shall prepare a succinct technical proposal which demonstrates an understanding of the Statement of Work (no more than 15 pages, not including resumes). The Offeror shall identify key staff proposed for this requirement. For the labor category of Project Manager, the Offeror shall describe qualifications, education and experience of managing projects similar in nature. The Offeror shall also provide three references who can evaluate performance based on similar requirements. The Offeror shall also include a cost proposal, including a labor-hour quote with a ceiling price for this requirement. The Contractor shall include proposed amounts for any indirect costs and other direct costs. Copies of the technical and cost proposal shall be submitted electronically to Contract Specialist Jami Rodgers at rodgers.jami@epa.gov and COTR Jerome King at king.jerome@epa.gov by the response date. EVALUATION FACTORS: The Government intends to make award to the responsible Offeror whose offer conforms to the Request for Quote (RFQ) and is most advantageous to the Government, cost and other factors considered. For this RFQ, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. I. Technical Expertise/Merit: The Contractor shall demonstrate expertise in conducting and interpreting results of workplace assessments for diverse groups. In addition, the Contractor shall demonstrate experience in developing a website for survey participants. II. Key Personnel: The Contractor shall demonstrate availability of staff, facilities and equipment for the performance of the tasks listed in this Statement of Work. The Offeror shall identify key in-house staff and describe the qualifications, education and experience. III. Past Performance: The Contractor shall demonstrate experience in assisting federal agencies with organizational assessment efforts to diversify and provide a supportive environment for all employees within the last three years. IV. Cost/Price. The NAICS Code for this procurement is 541612. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered.
