Description
The United States Special Operations Command (USSOCOM), Headquarters Procurement Division intends to negotiate on a sole source basis with Specialized Technical Services (STS), 2794 Indian Ripple Road, Beavercreek, OH 45440 in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1: ?Only one responsible source and no other supplies or services will satisfy agency requirements.? The reason justifying the lack of competition is that STS is the only company that has Low Profile Night Vision Goggles (LPNVG) that meet the Government's requirements. Based on market research, other companies' night vision goggles are not low profile in design, do not incorporate a built-in heads-up display, do not have dual image tube capability, do not provide adequate depth perception for driving watercraft, and are not waterproof. The Operational Requirements Document (ORD) for the LPNVG defines this requirement and requires that the system be lightweight, compact for ease of use, and provide an abridged profile that reduces the neck strain on the user. It must be simple to operate (by a soldier with minimal dexterity), and shall incorporate a low hardware profile configuration, a see-through capability, and a built-in Heads-Up Display (HUD). The system is worn during periods of limited visibility/darkness in order to enhance combat effectiveness. It uses multiple mounting capabilities (i.e., head harness, fixed mount, helmet strap, etc). The LPNVG system shall be a small, lightweight, ruggedized image intensifier (I?) system that incorporates GEN lll/GEN IV image intensifier tube technology. The system is used for target detection, recognition, identification and as a navigational aid. The low hardware profile assembly shall not exceed a threshold size of 8 cm depth, and a weight threshold of 750 g. The see-through field-of-view shall afford a +15? to -80? inch vertical and 165? horizontal capability. The image intensified field-of-view is 40? in each monocular of the binocular goggle system. The HUD shall use a ? VGA active matrix twisted-nematic miniature LCD display in the beam combiner. The system must operate at altitudes up to 35,000 feet. Operating temperature range must be -30? C to 52? C, with the ability to function in humid environments of 95% relative humidity up to 49? C and capable of withstanding saltwater immersion to 10 meters. The Government also needs full logistics support for these items. It is anticipated that the contract type shall be a five-year indefinite delivery, indefinite quantity contract with a maximum of $4,000,000. See Note 22 for any responses to this announcement.
