Description

The Office of Domestic Preparedness (ODP) intends to modify an existing Blanket Purchase Agreement #OJP-2003-BM-026 with The ESP Group on a sole source basis. This modification will include: 1. The process requires a large amount of communication and collaboration on a highly-sensitive, but not classified, information among a large group of individuals, requiring a highly-secure solution. 2. Exercise planners and participants represent a diverse group of different disciplines and local, State and Federal, private and international organizations, which do not share a common secure data network, and operate on different platform and systems. ODP is seeking a solution that can provide secure communication and collaboration, internally and among its constituents, over the Internet using secure technologies which can be, or have been, accredited for sharing sensitive / FOUO government information. This action is taken under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The services required are estimated at 2800 hours level of effort. Other direct costs, such as travel and consultants will be required. These services have been provided to date over fifty percent of the total funding requirement. These services have been provided to date under Contract #OJP-2003-BM-026 will expire on May 29, 2003. The ESP Group has agreed to continue these services. This is not a solicitation document and no solicitation will be prepared.
