- Description
- The Department of Veterans Affairs is seeking Mechanical Engineering Firms to submit Standard Forms (SF) 254 and 255 for the Consolidated Contracting Activity, VA Central California Health Care System (VACCHCS) 2615 East Clinton Avenue, Fresno, CA 93703-2286 for Open/Ended services. Firms responding to this announcement before the closing date (December 30, 2003) will be considered for selection, subject to any limitations indicated with respect to the size and geographic location of (the) firm. This procurement is restricted to firms categorized as Emerging Small Businesses with an average gross receipt limitation for the last three years of $2,000,000.00 per year and geographically located within a 150 mile radius of VACCHCS. Mechanical Engineering Consulting Firms with experience in sustainable designs, geo-technical / geo-source mechanical heating, ventilation and air conditioning systems are strongly encouraged to apply. The selected Mechanical Engineering Consulting Firm will be challenged with such assignments as, but not limited to: (1) Steam and condensate engineering site studies, evaluations and engineering alternatives. (2) Analysis and determination of new construction of buildings implementing geo-source technology for heating, ventilation and air conditioning systems with domestic hot water systems utilizing earth coupled systems. (3) Analysis and engineering of complicated piping systems, domestic water systems and 2 & 4 pipe centralized mechanical heating, ventilation and air conditioning systems. (4) ?Out of the Box? designs for equipment modifications from typical roof top units to include water source heat pumps, geothermal extended range heat pumps, heat recovery systems, DOE 2 analysis for building profile demonstration, Trane TRACE 700 program heating, ventilation and air conditioning load profiling. (5) ?Out of the Box? designs with construction documents utilizing 3-D modeling, 3-D Orbit of piping systems, building infrastructure systems, medical gas systems, pipe riser systems. (6) On site verification of existing utilities, facilities with updated record drawing data base with web site hosting for on line ? real time executive briefings of projects, remodels and new construction. (7) Construction Administration, management of existing mechanical projects, proposed projects and site execution of small to large mechanical retrofits to existing small heating, ventilation and air conditioning systems to a 1,000 ton central plant. (8) Programming of projects, scheduling and initial construction cost analysis of proposed projects, cost analysis of existing projects ?in work,? and site verification of contract construction(s) proposed and currently executed. (9) Exceptional coordination ability, whereas, upon the selection of an Executive Architect, this Mechanical Engineering Firm will have the ability to integrate, work and have a ?spirit of cooperation? in order to execute the most challenging, difficult, sustainable engineering assignments possible. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include, but are not limited to: (1) Past performance capabilities, to include work on contracts with respect to cost control, quality of work, and compliance with performance schedules (2) Specialized experience and technical competence, as required; (3) Capacity to accomplish the work in the required time; (4) Geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; Firms that meet the requirements described in this announcement are invited to submit SF?s 254 and 255 by close of business (3:30 PM) December 30, 2003 to: VA Central California Health Care System Attention: Jeffrey Barnes Contracting Officer 90C/CCA 2615 East Clinton Avenue, Fresno, CA 93703-2524, Telephone: (559) 228-5390, Fax: (559) 228-6912.
