- The U. S. EPA, intends to negotiate on a sole source basis with SRI International, Menlo Park, CA, for the development of an Ultraviolet (UV) laser-based instrument for measuring trace air toxics under the authority of FAR Part 6.302-1. The Air Pollution Prevention and Control Division, National Risk Management Research Laboratory requirement includes designing, fabricating, testing, validation and delivering a requisite system. The work shall: (1) Test a Single Photon Ionization/Time of Flight Mass Spectrometry (SPI/TOFMS) system with a capillary inlet for sensitivity to selected toxic industrial chemicals (TICS); (2) Optimization of system for sensitivity and selectivity; (3) Develop software to control the SPI and its data; (4) Comparison of SPI versus Resonance Enhanced Multi Photon Ionization (REMPI) with TICs; (5) Design of a fieldable system; and (6) Demonstration on a building HVAC system. This acquisition will contain the EPA Clause 1552.211-79, Compliance with EPA Policies for Information Resources Management which requires contractors to provide compliant Section 508 services and supplies. EPA anticipates awarding a Firm Fixed Price type contract. It will comprise a base period and one option period which will be used to develop a more ruggedized, more compact, better performing field instrument, that is readily transportable. EPA source research indicates SRI International is uniquely qualified to meet this requirement. It has performed studies using the principal compounds of interest, the subject principal technologies, and has the facilities, permits, Environmental Health & Safety oversight, scientific personnel, and expertise to perform studies using toxic industrial chemicals. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 15. The anticipated award date is March 31, 2004. See numbered Note 26.
