- NAICS Code: 541612 This is a Performance Work Statement for facilitation of training courses for the EPA, Office of Human Resources and Organizational Services (OHROS), EPA Institute for Individual and Organizational Excellence. OHROS has always promoted the development and improvement of all EPA's 18,000 employees. One of these initiatives is the Administrative Assistant Leadership Course for the approximate 1, 800 employees in the clerical, secretarial and/or administrative career fields. The comprehensive training has been designed by EPA primarily for internal use as a training tool for the administrative staff, and to facilitate the development of an infrastructure for our continuous quality improvement, and quality assurance processes. The goal is to have administrative staff perform at a higher level as well as to prepare them to be eligible for progressively responsible jobs. The contractor shall facilitate EPA's Administrative Assistant Leadership Course for approximately 3 sessions in Washington DC, and 2 sessions in an EPA regional office. Sessions will consist of 25 to 30 participants. Sessions will be held for a duration of two weeks. Attendees would attend a week session, return to their offices to apply new skills and then return for a week follow up session to acquire more learning. The second week would be 3-5 weeks after the initial week. The intent is to have attendees learn/apply as much of the material as possible in the classroom.. The facilitator shall adapt instructional methods for each class to ensure EPA's goals are achieved. However, all course materials must be presented fully and equally for each course. The contractor shall design methods and systems of how best to deliver the services to meet the Government's quality and performance requirements, as detailed in the section titled Quality Assurance Surveillance Plan and Incentive Program. The requirements contained in this contract are all performance-based with a focus on desired result and outcome. This represents a challenge to the contractor to develop and apply innovative and efficient approaches to the contract requirements. The contractor shall facilitate training courses using the EPA-designed curriculum, which is designed to help employees build on their current competency groups, while outlining a plan for a successful journey during their professional careers. The anticipated period of performance is from March 1, 2004 to February 28, 2005. Two one-year option periods for additional training courses (3-8 courses) may also be exercised based on contractor performance.
