- REQUEST FOR EXPRESSION OF INTEREST ? SUBSURFACE GROUT STABILIZATION OF SPECIFIC WASTE TARGETS LOCATED AT THE RADIOACTIVE WASTE MANAGEMENT COMPLEX AT THE IDAHO NATIONAL ENGINEERING AND ENVIRONMENTAL LABORATORY I. INTRODUCTION Bechtel, BWXT Idaho LLC (BBWI), Management & Operating Contractor of the Idaho National Engineering and Environmental Laboratory (INEEL), is requesting an expression of interest from prospective Vendors to provide equipment and services to perform subsurface grouting of specific waste targets located in vaults and trenches located in the Subsurface Disposal Area (SDA) at the Radioactive Waste Management Complex (RWMC). This expression of interest shall serve only as a method of establishing technical capabilities and commercial interest. Qualified candidates may be invited to participate in follow-on technical/business discussions. II. BACKGROUND The INEEL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. Up to 14 discrete disposal locations in soil vault rows and trenches in the SDA will be remediated by non-displacement in-situ grouting. The preferred grout formulations will be cement or paraffin based, and will be specified later. The work scope includes furnishing all necessary documentation, facilities, equipment, qualified labor, materials, supplies, and tools to perform all operations necessary to emplace the selected grout. Chemically and/or radiologically contaminated soil and debris may be encountered during remedial action activities. In general, the work scope for these sites includes the following: design, mobilization, demobilization, operations, and equipment decontamination, as necessary. III. SUBMITTAL REQUIREMENTS Prospective candidates shall provide a written response to address the following: 1) A description of current knowledge or capabilities related to performing the anticipated work. 2) A sample listing of current and past clients with a working knowledge of your firm?s capabilities in this area of expertise. 3) Experience working within a similar (radiological/chemical waste) environment. 4) Safe work history (e.g. Current Safety Program, Reportable Accident Statistics, etc.) 5) Recognized Quality Assurance Program 6) The name, phone and email of a representative of your firm Please provide your expression of interest to the undersigned by Close-of-Business, December 17, 2003.
