- REQUEST FOR INFORMATION ARMED FORCES ENTERTAINMENT (AFE). REFERENCE NUMBER FA7012-04-R-AFEO. The 11th Contracting Squadron, National Capitol Region Support Flight is seeking sources with a capacity and capability of procuring and managing professional celebrity and non-celebrity entertainment for AFE. AFE provides free, quality, live, professional entertainment to the U.S. military forces and their families stationed overseas with a priority to remote and isolated locations, ships at sea, and contingency operations. Celebrity entertainment is defined as a famous person or group to include but not limited to recognition via: Top 100 billboard, Gold record, Platinum record, nationally recognized label; actor in movie, TV show, sitcom; fashion model; articles in popular magazines. Non-Celebrity entertainment is defined as an up and coming bands and entertainers professionally managed by an agent. The goal of this requirement is to raise morale to enhance military readiness and effectiveness while serving in defense of our country. Entertainers are sent abroad for tours up to 60 days in duration performing at a combination of military installations, ships, embassies and other DOD facilities. Each year an average of 130 celebrity and non-celebrity tours are performed. Armed Forces Entertainment Office (AFE) works in conjunction with the contractor that manages these services. The AFE office determines the scope of the program, budgets and maintains accountability for approved program costs such as use of the Joint Travel Regulation for travel and daily living allowances for entertainers touring Armed Forces installation, and commercial and military air transportation (DODI 1330.13). The contractor that manages the services pays 60% - 85% of the honorariums to the entertainers prior to tour departure and then submit invoices to the Government for reimbursement. Entertainment are provided to any of six circuits as follows: Northern Europe i.e., Greenland, Hungary; the Caribbean i.e., Honduras, Puerto Rico; the Mediterranean i.e., Italy, Egypt/Sinai; the Pacific i.e. Alaska, Diego Garcia; Southwest Asia i.e., Saudi Arabia, Pakistan, Afghanistan, Kuwait; and the Balkans i.e. Bosnia, Macedonia, Kosovo, Hungary. The work will be accomplished IAW Deparment of Defense Instructions (DODI) 1330.12 and 1330.13. The SIC code assigned for this project is 7929, the NAIC code is 711410. Firms capable of performing the described services are invited to submit a description of their capabilities and experience within the last 5 years. Submissions should include evidence of similar past and/or present performances. Include names and telephone number of references. Contractors are also asked to provide a list of entertainers their firm can provide. Contractors interested and capable of performing these functions should also submit the following: name and address of company, company point of contact, telephone number, fax number, email addresses and identify business size (small, disadvantage, HUBZone, women owned, 8(a) etc.). The capability package must be clear, concise, complete and submitted to the contracting office no later than 19 Dec 2003. Please limit your capability package to 25 pages.
