- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is N65538-04-Q-0016, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. This solicitation is a 100% small business set-aside, and the associated NAICS code is 541614. Line item 0001 is as follows: This procurement is for technical support services in support of the technical equipment maintenance program at MCAS Miramar, San Diego, CA. The services are for database warehousing, data management, onsite technical support and training services, and help desk support. Help desk support must be available by telephone from 0730 ? 1730 hours EST, Monday through Friday and by pager after hours. The services must utilize a Commercial-Off-The-Shelf (COTS) software product which is barcode driven and must be a Web-based integrated equipment management system which automates periodic inspections and other routine Preventive Maintenance (PM) activities. Portable Hand-held devices will be used to collect, store, alarm, and analyze (PM) data, performance data, predictive data, and any other valuable information periodically collected. After collecting this data in the field, it will be uploaded to a central database for processing, analysis, and data warehousing. Personnel must then be able to use a standard i nternet browser to gain access to equipment status, condition monitoring data, trends, auto alarms, exceptions, and reports for evaluating equipment condition and managing maintenance. The period of performance for this effort will be from the date of award through 30 September 2004. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 11 December 2003, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
