- NAICS Code: 334516 The U.S. Environmental Protection Agency (U.S. EPA) Biological and Economic Analysis Division (BEAD) intends to award fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is published as a small business set aside. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The purpose of this acquisition is to acquire a titration system. The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror whose offer will be the best value, considering technical capability over price. The technical criteria are as follows: user friendliness/usability, speed/power, future expandability, technical support, and maintenance. The titration system must include inputs for two or more electrodes and four buret units, and have PC hookup capability. Quotations shall include all installation and shipping charges, cables, and electrodes. Offerors shall provide three references for maintenance and quality. Offerors may submit more than one model. Offerors are encouraged to use their standard literature and urged to avoid excessive bid and proposal costs. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received by the response date, will be considered.
