- U.S. Department of Energy (DOE): Pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the DOE is planning a sole source extension to an existing contract (DE-AC01-01IA40017) with the United States Civilian Research and Development Foundation (CRDF) for payment processing and verification support services in the countries of the Former Soviet Union (FSU). In the absence of applicable Government to Government Agreements, this requirement is jointly held by the; Office of International Affairs, the Office of Environmental Management; Office of Energy Efficiency and Renewable Energy, Office of Nuclear Energy, Science and Technology, Office of Science and Office of Civilian Radioactive Waste Management. Added to the list of Offices will be the Offices for the National Nuclear Security Administration (NNSA) since DOE provides direct administrative and contract support for its agency mission. These Program Offices have an existing and continuing need to acquire the services of a non-profit entity having confirmed tax-free status in FSU countries. The planned extension period is twenty-four (24) months, when added to the existing thirty-six (36) months, the total will be sixty-months (60) total, hence the revised ending date will be adjusted to January 17, 2006. The non-profit entity must clearly demonstrate that is exempt from such taxation or any taxable incident thereof by Russian Federation or other FSU country decree, order, law, or other evidence clearly demonstrating the legality of such exemption from taxation. Currently, the United States Civilian Research and Development Foundation (CRDF) for the Independent States of the Former Soviet Union, 1530 Wilson Blvd., 3rd Floor, Arlington, VA 22209 is also involved in assisting the payment processing and verification support services to DOE?s/NNSA?s, Office of Initiatives for Proliferation Prevention (IPP, NN-24) within the FSU. CRDF has in-country resources and capabilities in the FSU for making payments to former weapons institutes, scientists, engineers and support staff. It is DOE?s intent to extend for 24 months, via sole-source modification to its International Affairs Contract all terms of the firm-fixed price, indefinite delivery/indefinite quantity, task assignment contract to CRDF for the services described above. A determination by the Government not to compete this proposed effort based upon this notice is solely within the discretion of the Government. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
