- SIMPLIFIED ACQUISITION PROCEDURES DATE: DECEMBER 5, 2003 REQUISITION NO: 04I054368 INTENDED SOURCE: ERIC D. BOTHWELL, D.D.S. PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH ONE YEAR PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, INDIAN HEALTH SERVICES, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO ERIC D. BOTHWELL, D.D.S. CLOSING DATE IS DECEMBER 19, 2003. The specific objective of this procurement is to improve the effectiveness of the 1)Indian Health Service's, IHS, strategic planning and performance management capacity as demonstrated by: 1.) IHS performance ratings associated with the Program Assessment Rating Tool (PART), assessments process; of IHS programs 2.) timely and successful submission of the required elements of the under Government Performance and Results Act (GPRA) for the FY 2005 and FY 2004 budget cycle. Collectively, the deliverables for these performance requirements are : The IHS FY 2005 GPRA Performance Plan The IHS FY 2004 Revised Final Performance Plan The IHS FY 2003 Performance Report The HIS Initial FY 2006 GPRA Performance Plan The IHS FY 2004 Revised Final Performance Plan An estimated three PART program assessments submissions and appeal submissions as needed The contractor shall prepare, review, and evaluate materials related to the aforementioned plans, reports, and evaluations all of which comprise the IHS FY 2005 GPRA Performance Package and IHS PART evaluations. The contractor shall provide expert advice and guidance on all aspects of the Performance Package and will make recommendations and revisions necessary for complying with GPRA and PART assessments. In addition, the contractor will provide GPRA orientation and training for the new director and for the staff of the IHS Planning and Evaluation Program as well as provide requested updates to the IHS Executive Leadership Council or Indian Health Leadership Council. Sole source determination is based upon the contractor's expertise and experience in developing health care related GPRA packages and preparing and appealing health program PART assessments. Specific skills required include training and experience in health program planning and evaluation, bio-statistics and heath care data systems, and performance management. The contractor has extensive experience working in American Indian and Alaska Native settings. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS.
