NA POINT OF CONTACT FOR THIS PROJECT IS LAVETTE BUFORD Lavette.Buford@swf02.usace.army.mil NAICS: 236220 Commercial and Institutional Building Construction. This notice is for the purpose of Market Research. The U.S. Army Corps of Engineers, Fort Worth District will be requesting comments on the DRAFT Request for Proposals (RFP) and DRAFT Sco pe of Work (SOW) regarding Worldwide Medical Multiple Award Task Order Contracts (MATOC) for Air Force Health Facilities Division under draft solicitation number W9126G-04-R-XXXX. The draft solicitation is anticipated to be available via the Fort Worth Di strict Contracting Website (http://ebs.swf.usace.army.mil) on 15 December 2003. This is a follow-up to the Sources Sought Synopsis issued on 26 August 2003. No proposals are being requested OR accepted under this synopsis or the draft RFP document. The Draft RFP and Draft SOW will only be released for the purpose of receiving Industry feedback to improve the clarity of the actual solicitation document prior to its issuance, and ultimately improve the quality of the Design-Build/Construction services prov ided. Prospective Offerors are invited to submit written comments by email or facsimile to the U.S. Army Corps of Engineers, Fort Worth District as soon as possible, but not later than by 4:00 P.M. Local Time on 5 January 2004. The email address for comm ents is lavette.Buford@swf02.usace.army.mil; the facsimile number is 817-886-6407. The Fort Worth District will consider and respond to all timely comments received. All questions/comments submitted as a result of the draft solicitation and their respect ive answers will be posted to the Fort Worth District Contract Website at http://ebs.swf.usace.army.mil under the draft solicitation number. The contents on this Draft RFP and Draft SOW may change prior to the formal release of the final RFP document. Pl ease note that because appendices and technical exhibits are still being developed, references to some documents in the Draft SOW might not be available at this time. As these documents become available, they may be posted to the Fort Worth District Contr acting Website (http://ebs.swf.usace.army.mil) or included in the final RFP document when it becomes available. Industry may be invited to comment on these appendices and technical exhibit documents as well. The Fort Worth District plans to use the Inter net and email as the primary means of disseminating and exchanging information regarding the draft RFP. It is the Fort Worth Districts desire to issue a final formal Request for Proposal (RFP) by early to mid-January 2004, under solicitation number W9126G -04-R-0002, once the Acquisition Plan has been approved. After issuance of the formal RFP, the Government will not conduct a pre-proposal conference. Any and all questions regarding the Draft RFP or Draft SOW shall be submitted on or prior to 4:00 P.M. Box 17300, 819 Taylor Street, Room 2A19, Fort Worth, Texas 76102-0300, Facsimile number 817-886-6 407; email address: lavette.Buford@swf02.usace.army.mil The intent of the RFP will be to select a pool of contractors that are highly qualified and experienced in the design and construction of medical facilities (e.g., contractors with strong in-house design capability and/or long standing partnerships with A- E firms(s) working primarily in a medical facility design-build and construction environment). Work under the resultant contracts will consist of design-build construction, construction, and remediation of real property, to include (but is not limited to) planning, designing and constructing new and/or renovated medical facilities for Air Force real property medical inventory. Typical projects include the replacement, restoration or modernization of hospitals, clinics, administration buildings, ambulatory health fa cilities, warehouses, veterinary clinics and wellness centers. Air Force restoration and modernization projects typically include the planning, design and installation/construction of the following systems: HVAC, medical gas, plumbing, electrical, elevat ors, building envelop, fire protection or total renovation. It is the intent of the Fort Worth District to award five contracts (three (3) Unrestricted and two (2) 8(a) Competitive). The total contract capacity is estimated not to exceed $200 Million over a five-year contract period ($170 Million for Unrestricted and $30 Million of 8(a)). To preclude the need to re-solicit, if two contracts cannot be awarded to 8(a) firms, the total capacity of $200 Million will be distributed by one, or a combination of two methods: 1) equally distributed to the three successful Unrestricted contractors, or 2) make an additional competitive award to a fourth unrestricted contractor. The Draft RFP and Draft SOW will not be provided in a hard paper copy format unless the Government determines that it is necessary. However, the Government reserves the right to use only the Internet as notification of any changes to the draft solicitatio n. It is therefore the Offerors responsibility to check the following address daily for any posted changes to the draft solicitation. Contractors may view and/or download the draft solicitation and all amendments from the Internet address after the draft solicitation issuance at the following address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Armys Single Face to Industry Website at https://acquisition.army.mil/asfi to view other business opportunities. Offerors shall regis ter themselves on the Internet to receive a copy of the formal RFP when it becomes available. A pre-solicitation notice regarding for formal RFP is anticipated to be posted to FedBizOpps by the end of December 2003.
