- The US Department of Interior, through its Franchise Fund activity GovWorks, will manage the following procurement action on behalf of the US Department of Agriculture Risk Management Agency (RMA). Since 1938, the Federal Crop Insurance Corporation (FCIC) has developed and refined Federal crop insurance programs for many midwestern crops. Legislative modifications implemented in 1980 expanded FCIC's authority and scope by releasing many of the prior expansion constraints. Further modifications in 1996 continued the trend for even more expansion by releasing FCIC from even more constraints. In 2002 FCIC offered Federal crop insurance programs for 362 crops, and 22 pilot insurance programs. These programs provided producers in excess of $37 billion protection in force and generate nearly $3 billion in premium. Federal crop insurance programs have gained popularity among producers as a risk management tool that can restore producer's income following serious production shortfalls. Growing producer demand for similar tools by producers of crops with small national value presents a unique challenge for RMA to be responsive to small value crop producers and fulfill its legislative mandate to expansion the insured crop inventory. RMA's dilemma is that Federal crop insurance program development is a costly and time-consuming process. It is possible that lesser-valued crop program development expense could exceed the producer's benefit. Therefore, RMA is seeking alternatives to its present individual program development model and opportunities to reduce development cost and time. REFERENCE RFP 1435-04-04-RP-32969. The Government anticipates that a level of effort contract will be awarded. The Government's cost estimate for this project is based on approximately 12,900 professional labor hours. Program details and proposal requirements will be provided with the solicitation.
