Description
Veterans Integrated Service Network (VISN) #20, Vancouver, WA is requesting SOURCES SOUGHT for vendors who provide the following services: Developing and Electronic Repository/Database for Material Safety Data Sheets (MSDS) Sheets. Vendors should only respond if you are capable of the following: This service shall include a solution that efficiently integrates the following functions: 1) delivers up-to-date MSDS's to VA personnel via the Internet; 2) provides a single repository of electronic MSDS documents to be used by Portland, OR; Puget Sound, WA; and Boise, ID Healthcare/Research facilities; 3) enables assignment of MSDS's to departments and facilities; 4) maintains a database of the chemical properties of all products used by VA in accordance with the requirements SARA III and Oregon, Washington, and Idaho Right-to-Know regulations; 5) generates EPA Tier I/II and Fire Marshall Reports; and 6) enables generation of secondary labels. The vendor shall provide initial scanning/import and indexing of all VA MSDS documents supplied, tailor application to accommodate VA technical and functional requirements, and assist VA in migration from paper-based system to full electronic capability. The application shall reside on the vendor's systems and be accessible to VA through an intuitive, browser-based User Interface. The vendor must demonstrate it maintains high availability servers and full network redundancy to ensure the highest levels of availability and reliability. VA anticipates that this project will be performed on an incremental basis and requests that the system be deployed in stages to provide piece-wise benefit during the implementation. Vendor must submit a project plan that demonstrates incremental implementation and validation. The project is targeted to start April 1, 2004 and is anticipated to take approximately one year to complete. Major milestones must be included for completion of conversion of paper MSDSs, completion of additional indexed information as required in the functional requirements, implementation of inventory management system, generation of EPA Tier I/II reports, and deployment of secondary labeling, in that order.
