- The Space and Naval Warfare Systems Center San Diego (SPAWARSYSCEN-SD) intends to pursue and negotiate through other then full and open competition a contract with each of the following contractors: FGM Inc., CDM Technologies, Inc., Polexis Inc., Titan Corporation Tactical Services Division, TD&S Associates, Inc., and Ocean Systems Engineering Corporation (OSEC). The purpose of these proposed contract actions is to support the integration of Command Control Translator Database (C2TD) to support warfighter mission threads experimentation in FY04-FY05. All of these performers had contracts issued under the Broad Area Announcement (BAA) process to develop C2TD and this tasking is to further the prototype technical capabilities. Each of the organizations are uniquely qualified in their piece of C2TD that makes up the overall C2TD architecture and have the expertise/experience that is required to integrate the necessary component in less then 3 months. Period of performance is for one (1) base year plus one (1) 18-month option period beginning in approximately February 2004. Task orders will be issued on an Indefinite Delivery - Indefinite Quantity (IDIQ) basis, in order to sustain discrete tasks to meet on-going and emerging requirements. Potential value of the total contract effort is estimated at $9,500,000 that will be divided among the 6 contractors. ***Note 22 Applies: "The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement."
