- Description
- The USCG MLCP in Alameda, CA, is considering a Hub-Zone set-aside contract for the Dockside Repair of the USCGC JARVIS (WHEC 725), a 375? high endurance cutter, which is restricted to certified HUBZone firms with the capabilities to perform dockside repairs. Performance is geographically restricted to the State of Hawaii and will be accomplished in a U.S. Navy drydock at Pearl Harbor Naval Shipyard (PHNSY), Pearl Harbor, Hawaii. PHNSY will perform both the docking and undocking of the cutter, and provide specified temporary services for the availability. The vessel?s availability is for fifty-six (56) calendar days, starting 9 June 2004 through 4 August 2004. The work may include, but is not limited to, Production Control, Gantt Bar Chart Provide; Sea Trials; Appendages (Underwater) Leak Test; Appendages (Underwater) Preserve, Internal; Hull Plating, Underwater Body Inspect; Hull Plating, Underwater Body Ultrasonic Testing; Renewal Of Deck And Locker Spaces; Repair Of Metal Wastage At Frame 110; Starboard Bow Hull Repairs; Voids (Non-Accessible) Leak Test; Voids (Non-Accessible) Preserve, Internal; Tanks (Mp Fuel Stowage And Overflow) Clean And Inspect; Tanks (Aviation Fuel Stowage) Clean And Inspect; Port Propulsion Shaft Coating Inspect And Clean; Port Propulsion Shaft Seals (Mechanical) Inspect And Clean; Propulsion Shaft Fairwaters and Rope Guards Inspect and Repair; Propulsion Shaft System Align and Check; Starboard Propulsion Shaft Coating Renewal; Starboard Propulsion Shaft Seals, Mechanical Overhaul & Inflatable Renewal; Propulsion Shafting Removal, Inspection And Maintenance; Propulsion Shaft Bearings, Check Clearances; Controllable Pitch Propeller System General Maintenance; CPP Hub Seals & O-Rings Renewal/Replace; Propeller Clean And Inspect; Renew Propeller Hubs; Fathometer Transducers General Maintenance; Pressure/Temperature Regulating Valve Inspection And Overhaul; Steam Safety And Relief Valve Pressure Testing; Vent System S-02-215-0-1 Modifications; Sea Strainers (All Sizes) Overhaul; Sea Valve (<= 2.5 Inches) Renewal; Sea Valve (> 2.5 Inches) Overhaul; Magazine Sprinkler Valves, >= 2.5 Inches, Overhaul; Fuel Oil Manifold and Associated Valves Overhaul; Fuel Overflow Check Valves (MP) Inspect and Piping Repair; Thruster Unit Hydraulic Accumulator Inspect & Hydro Test; Rudder Stock Bearings Check Clearances; Rudder, Rudder Stock Inspection and Maintenance; Thruster Unit (General) Overhaul; Unrep Weight Handling Fittings, Inspect & Test; Anchor Chain and Ground Tackle Inspect and Repair; Forepeak Tank Preservation; Bilges (Machinery Space) Preserve; Chain Lockers Preserve; Space Preservation; Forward And Aft Mast Preservation; Hull Plating, Underwater Body Preserve, Partial; Rudders (Exterior) Preserve, Port; Hull Plating, Freeboard Preserve; Zinc Anode Renewal. The HUB-Zone firm must meet the limitations for subcontracting requirements (FAR 52.219-14) which states: ?at least 50% of the cost of contract performance incurred for personnel must be expended for employees of the concern.? The NAICS code assigned to this procurement will be 336611 with a size standard of less than 1,000 employees. The concern must be a HUB-Zone small business concern as defined in CFR Title 13, Part 126.103. In accordance with CFR Title 13, Part 126.200, at least 35% of a HUB-Zone certified firms employees must reside within a HUB-Zone. The resultant contractor must maintain the minimum 35% HUB-Zone employee requirement throughout the performance period of this acquisition. Firms must have been certified as a small business HUB-Zone by the SBA, and have the interest and capabilities to perform dockside repairs under such a requirement. HUB-Zone firms which meet these requirements must submit the following information to the contracting officer, to Ms. Myrna O. Takakuwa at mtakakuwa@d14.uscg.mil, no later than 23 December 2003: (a) company name and address; (b) company point of contact, including telephone number, facsimile number, and e-mail address; (c) HUB-Zone certification. A decision whether this will be pursued as a HUB-Zone small business set-aside will be posted at http://www.eps.gov on or about 30 December 2003.
