- Description
- The Natural Resources Conservation Service (NRCS) in Jackson, Mississippi is seeking assistance from private sector individuals, firms and entities to assist them in the survey, design, layout, construction inspection, and checkout of conservation practices in various counties in Mississippi. These conservation practices are on private lands and are being constructed as a component of the Farm Security and Rural Investment Act of 2002 (commonly known as the 2002 Farm Bill) as well as other NRCS programs. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and support necessary to provide the services as solicited. The period of performance will be from October 1, 2003 to September 30, 2004. Contracts will likely comprise from 10 to 15 practices in one or more counties in Mississippi. These conservation practices shall be implemented in accordance with all applicable NRCS policy and criteria which can be found at the following websites: NRCS Field Office Technical Guide, http://efotg.nrcs.usda.gov. Conservation practices design and implementation will require an understanding of agronomy, engineering, soil conservation and water management practices, and good communication skills. The work will consist of the some or all of the following tasks: 1. Surveys for design, construction layout and construction checkout, 2. preparation of preliminary and final designs, 3. preparation of construction drawings, specifications, bid schedules, and cost estimates, 4. construction inspection, and 5. documentation within design folders. Multiple awards will be made to provide services under the contract. Applicants must have the capabilities to provide surveying and drafting, design services, and construction inspection. Joint ventures will be considered as an applicant in applying criteria requirements. Preselection will be based on the following criteria. An applicant must: (1) Have a minimum of one agricultural/civil engineer employed on a full-time basis that has a minimum of five years experience. The engineer must be registered in the State of Mississippi, or be registered in another state and have passed the Engineer?s in Training exam and the Professional Engineer exam, and obtain registration in the State of Mississippi within 75 days, if selected. (2) Have a minimum of one draftsperson employed on a full-time basis that has a minimum of two years experience. (3) Have a land surveyor registered in the State of Mississippi. (4) Have a minimum of three surveyors employed on a full-time basis, who have a minimum of one-year experience each, one of which has a minimum of two years experience. (5) Have the capabilities in the technical areas required. Selection will be based on the following criteria: (1) Location in the geographic area and knowledge of the locality (30%). Evaluation will be based on proximity to Batesville, Greenwood, Natchez and Jackson, Mississippi. (2) Specialized experience (25%). Evaluation will be based on the extent of directly related experience in design of conservation systems. (3) Capacity to accomplish the work (20%). Evaluation will be based on the number of personnel available in the disciplines described above. (4) Past performance on contracts with Government agencies and private industry (15%). Evaluation will be based on the quality and timeliness of performance under previous contracts. (5) Professional qualification necessary for satisfactory performance (10%). Evaluation will be based on professional engineer registrations, land surveyor registrations, and civil engineering technician certifications. Interested and qualified firms should submit a completed SF-254 and SF-255 within 30 days of this advertisement. Only those firms responding by that date will be considered for selection. Firms with a current (one year or less) SF-254 on file need only submit a SF-255. Minimum total delivery orders will range from $1,000 to $50,000 depending upon location of the work sites. Work will be ordered on an ?as needed? basis during Fiscal Year 2004, October 1, 2003, through September 30, 2004, with an option on the part of the government to renew for four additional one-year periods.
