Description

The Naval Air Warfare Center Aircraft Division intends to modify an existing contract N00421-03-D-0041 to add the requirement for Radar Interface Kits. The existing contract was awarded on a sole source basis to Sunhillo Corporation, 344 North Route 73 Suite B, Berlin NJ 08009-9711 under the authority of FAR 6.302-1. Sunhillo Corporation is the sole manufacturer of this equipment at the present time. The Radar Interface Kits when combined with the Serial Communications Adapter, 8 Port DB25 Octopus Cable, SCA Software Drivers already being procured from Sunhillo will result in the integration of a system that maintains operational interface capability between Federal Aviation Administration (FAA) sensors the Fleet Area Control and Surveillance Facility (FACSFAC) Air Control Tracking System (FACTS 3200). The Sunhillo Corporation RIK Part Number 130400 radar interface kit is the only commercial-off-the-shelf item that can meet the Government minimum requirements. This action will be processed as a commercial acquisition in accordance with FAR Part 12, and simplified acquisition procedures authorized by FAR Subpart 13.5 will apply. The contract line item numbers and descriptions to be added are Base Period: CLIN 0002 Radar Interface Kit, (RIK) P/N: 130400, Qty of 11 Each; Option I: CLIN 0102 Radar Interface Kit, (RIK) P/N: 130400, Qty of 5 Each; Option II: CLIN 0203 Radar Interface Kit, (RIK) P/N: 130400, Qty of 4 Each. The North American Industry Classification Systems (NAICS) code for this requirement is 541512 with a size standard of $21 Million. The contract for this equipment is for a period of one (1) Base Year Period, and two (2) Option Year Periods. This synopsis is for the modification to the basic contract and all subsequent delivery orders for the additional equipment as required by the Government. This synopsis is for informational purposes only. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. Responses received by 3:30 PM Eastern Standard Time 18 December 2003 will be considered by the Government solely for the purpose of determining whether it will initiate a competitive procurement. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
