Description
NOTICE OF INTENT. The Naval Facility Contracts Office (NAVFACCO) intends to award on a Sole Source basis contract under Simplified Acquisition Procedures (SAP) to MAR Incorporated of Rockville, MD to provide specialized technical support for the Sensor Test Area (STA) to include planning and participating in critical magnetic and acoustic sensor testing, conducting sediment coring and analysis, maintaining and adding test items to the STA, and maintaining the Orange County Water District (OCWD) operating permit. The Navy requires that the contractor have a Top Secret Facility Clearance. MAR Incorporated is the only responsible source that can meet the Navy's requirement. They installed the cables in the STA at OCWD, conducted final installation survey of the cables & have detailed knowledge critical to supporting the scheduled test in January 2004. They are qualified to conduct the sediment coring & analysis as they have the detailed knowledge of the cable location. They are the only contractor in possession of STA operating permit and therefore authorized to install equipment, operate support equipment, conduct sensor testing, maintain and improve the STA in Huckleberry Pond of the OCWD. Requesting a change to the OCWD operating permit would take a minimum of a 4 month review and approval period. This would cause an unacceptable delay in the previously scheduled sensor tests.
