Description
This acquisition is to provide Wire Rope for Buoy Mooring to the Coast Guard Units specified on each Delivery Order under this Indefinite Delivery/Requirements Contract in accordance with the attached Specification and the schedule. Ordering term is 5 years from 1 February 2004 through 31 January 2009. The government will award a contract from this request for quotation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, technical and price considered. This solicitation is Unrestricted Under Full and Open Competition. The NAICS Code is 332618 with a size standard of 500 employees for items determined to be commercial. This solicitation will be solicited using FAR Part 12 and 13.5 Test Program. Quotations will be provided in two parts, i.e., Submission of Technical Requirements and Price competition using www.FEDBID.com. Submission of Technical Requirements and complete RFQs minus pricing will be sent to the Contract Specialist, Ms. Jackie Dickson, at MLCA-Fcp-1, 300 East Main Street, Suite 965, Norfolk, Virginia, 23510 or via fax at (757)628-4134 without pricing to determine Technically Acceptability. Only Contractors that are considered technically acceptable after evaluation of Technical Requirements shall be permitted to participate in the Reverse Auction. Applicable evaluation preferences will be applied upon closing of auction. Technical Requirements will be required in this office no later than December 19, 2003 at p.m., local. Pricing will be submitted utilizing a Reverse Auction. The reverse auction will take place on or about January 6, 2004 and will close on January 13, 2004 at 3:00p.m. local. Those contractors that are determined Technically Acceptable will receive notification by FEDBID or this office prior to the reverse auction/price competition. Offerors will need to register with www.FEDBID.com to submit their pricing quotes. For questions regarding registration, contact Client Services at 1-877-9FEDBID (toll-free). All responsible sources may submit technical requirements, which will be considered by this agency. The quotation package shall be available electronically by accessing http://www.uscg.mil/mlclant/fdiv/fdiv.html on or about 12 December. No paper copies of the solicitation will be distributed. Amendments to the quotation will also be provided on the Internet using the same protocol listed above.
