- This is a Request for Information (RFI). HQ AMC/A3YAS is preparing to acquire follow-on air transportation services for the Defense Courier Service for up to seven possible contracts to transport classified material and couriers with personal baggage on seven regularly scheduled routes within the CONUS. The expected routes are: Travis AFB/North Island CA, Louisville KY, Offutt AFB NE, Colorado Springs CO, Jacksonville FL/Norfolk VA, Kelly AFB TX, and McGuire AFB NJ. The aircraft must be capable of carrying up to 2,500 pounds (the Travis route requires the capability to carry up to 3,500 pounds), which includes the cargo, and two couriers with personal baggage. Aircraft must have a cargo door to permit loading, unloading, and simultaneous stowage of six (6) to eight (8) containers measuring 42?L x 26.5?W x 23?H each. There must be sufficient space that precludes the necessity to ?jam? or in any other way damage the containers or their contents. We are required to conduct market research as part of acquisition planning. The information obtained from this market research will help us arrive at the most suitable approach to acquire the services: 1) DESCRIBE AVAILABLE AIRCRAFT AND CAPACITY FOR EACH: ________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________ 2) WHAT LENGTH OF CONTRACT IS COMMON TO THIS INDUSTRY, 2 YEARS, 3 YEARS, 5 YEARS? _______________________________________ 3) WHAT TYPES OF PROBLEMS ARE YOU CURRENTLY ENCOUNTERING WITHIN YOUR INDUSTRY (insurance rates, cost of fuel, security requirements, etc.)? ________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________ 4) WHAT IS THE APPROXIMATE PRICE RANGE PER GCSM? ____________________________ This agency has not made a final commitment to procure the stated requirement and this RFI should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the Air Force and will not be returned.
