Description

NA This procurement consists of one solicitation with the intent to award up to five (5) multiple award task order contracts (MATOCs) for new construction with design-build capability and renovations and alternations to existing properties. Work will consist of Military and Civil projects primarily located within the boundaries of the Little Rock District. The program also has the capability of performing projects within the states of Arkansas, Louisiana, Missouri, Mississippi, New Mexico, Oklahoma, Tennesse e and Texas. This procurement is totally set-aside for 8(a) firms registered with the Small Business Administration (SBA) within one of the eight states where work may be performed. Task orders are anticipated to be awarded on a competitive basis, but ma y be negotiated on a sole source basis when authorized. The not-to-exceed MATOC program value (all contracts combined) is $50 million over a five year period. Each contract will have a base period of 36 months, and one option period of 24 months. The gu aranteed minimum amount for the MATOC program is $600,000 for the base period and $200,000 for the option period. The guaranteed minimum will be divided equally among the awarded contractors. Minimum task order value that the contractors are required to perform is $100,000 within the Little Rock District boundaries and $500,000 outside the Little Rock District boundary (but within the contract coverage area.) Offerors will be required to submit a technical proposal with a separate price proposal. This i s a Request for Proposal and offers will be evaluated on the following technical basis, listed in descending order of importance: 1) Past Performance, 2) Experience, 3) Management and Subcontracting Plan, including qualifications, 4) Safety Plan, includin g past performance, 5) Quality Control Plan, and 6) Qualification of Personnel. Contracts will be awarded to those firms providing the best value to the Government based on the evaluation criteria. Award may be based on initial offers received without di scussions. Award may be made to the superior offers which are not the lowest offered price, but which is sufficiently more technically advantageous than the lowest offer so as to justify the payment of a higher price. Task Orders issued against this cont ract are subject to David Bacon Wage Rates which will be issued with the request for proposal for the task order. The solicitation will be issued on CD-ROM only. Hard copies will not be available. Copies of the CD-ROM are limited to one per firm. Reque sts for copies of the CD-ROM must be made on our web site at https://ebs.swl.usace.army.mil. Plan holders lists are available only on this web site. Amendments to the solicitation will be issued to all contractors on the plan holders list, and those on the list will receive an email notification that an amendment has been issued. No telephone calls or faxes for solicitation requests will be accepted. Solicitation issue date is on or about 15 January 2004, with date for receipt of proposals on or about 14 F ebruary 2004. A site visit and preproposal conference is anticipated on or about 27 January 2004. NAICS code for this procurement is 236220 ($28.5 million). POC: Janet I.
