Description
The Coalition Provisional Authority (CPA) has a need for program management and oversight office services in support of the Program Management Office and Sector Program Management Offices. Two solicitations will be issued by the Pentagon Renovation Program on behalf of the CPA. The first solicitation is for program management and oversight office services for the overarching Project Management Office (PMO). The PMO will oversee and manage six separate Sector Project Management Offices (SPMO) and is responsible for coordination and integration of the CPA's mission and program objectives. The applicable solicitation is Number W914NS-04-R-0001 and will be available at http://www.eps.gov/ and http://www.rebuilding-iraq.net. The second solicitation will be for Program Management support of the SPMOs. Each Sector corresponds to a Ministry within the Iraqi government: 1) Transportation and Communications Sector; 2) Electricity Sector, 3) Buildings/Health Sector, 4) Security/Justice Sector, 5) Public Works/Water Resources Sector, and 6) Oil Sector. The PMO/SPMOs are responsible for Financial Management, Contracting, and Programming (program, project, and construction management). Accordingly, the PMO/SPMO contractors will be required to provide expertise in these areas. The applicable solicitation is Number W914NS-04-R-0002 and will be available at http://www.eps.gov/ and http://www.rebuilding-iraq.net. We expect to post each solicitation by 12:00 pm on Monday, December 15, 2003. Prospective Offerors should note that the "Ability to Succeed" proposal volume will be due within 2 business days from the date the solicitations are posted. Draft solicitations are available for advance review (posted as separate downloads). Questions and Answers regarding the previously posted draft solicitations are also available for download. Questions regarding the PMO and SPMO solicitations may still be submitted to Pentagon Renovation at IIRO@army.pentagon.mil. In lieu of a separate Pre-proposal Conference as previously contemplated, the Office of the Deputy Assistant Secretary of the Army (Policy and Procurement) will be conducting a Solicitation Conference for Offerors interested in contracting opportunities related to Iraqi reconstruction. This conference will include a presentation by the Pentagon Renovation Program and question and answer period dedicated to the PMO and SPMO solicitations. The conference is tentatively planned for December 19, 2003 -- additional information regarding the location, agenda, and registration will be available at http://www.rebuilding-iraq.net. This event is being co-sponsored by the National Defense Industrial Association. PENREN OMBUDSMAN: For each competitive acquisition, the Pentagon Renovation Program has established an Ombudsman position. The role of the Ombudsman is to provide contractors and other interested parties a conduit to address issues of impropriety on the part of Government officials and other concerns not suitable for a more open forum.
