Description
Contracts resulting from Solicitation #332495-04-A-0005 will provide for A/E environmental compliance services at various owned or leased postal facilities in the following geographic area: NORTHERN AND CENTRAL NEW JERSEY- Counties of Sussex, Passaic, Essex, Hudson, Warren, Morris, Middlesex, Monmouth, Ocean, Burlington, Somerset, Hunterdon and Mercer; NEW YORK CITY AND SURROUNDING COUNTIES - Boroughs of Manhattan, Bronx, Brooklyn, Staten Island and Long Island (Nassau and Suffolk Counties); and WESTCHESTER DISTRICT, Counties of Westchester, Rockland, Orange, Duchess, Green, Sullivan, Ulster, Putnam, and parts of Delaware, Albany and Columbia Counties; CARIBBEAN DISTRICT ? Puerto Rico and the Virgin Islands. At the discretion of the Contracting Officer, multiple contracts may be awarded for environmental support services in specific, or a combination of, districts and offices (Caribbean, Central NJ, Northern NJ, Long Island, New York City, Triboro and Westchester Districts and the New York Facilities Service Office, Hoboken, New Jersey). The contract will be for two years, with three one-year renewal options. The total contract cannot exceed $5,000,000. The contract will be subject to negotiation of individual work orders. In each instance total fees for services will not exceed $250,000 for each work order. Each work order will be negotiated as an individual project. There is no guaranteed minimum. Firms that have the qualifications listed below are invited to submit a completed SF 254, Architect-Engineer and Related Services Questionnaire, and SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project, and completed SF 254 for each of its proposed consultants to the New York Facilities Service Office, Attn: Toni Smith, 2 Hudson Place, 5th Fl, Hoboken, NJ 07030-5502 no later than January 12, 2004, 3:00PM. No other notification will be made. Following an initial evaluation of submitted documents, several firms in the geographic area will be selected for interviews. Interested firms with more than one office must indicate on their SF 255 the staffing composition of the office in which the work will be performed. Firms must have a minimum of three years experience in the field of environmental consulting and must possess the capability of working at least three to four jobs at the same time. All offerors must have a sufficiently staffed office within the above-specified area. Any offeror outside of the specified area will be disqualified from further consideration. Contractors must possess all proper certifications as required by federal, state and local (including New York City, where applicable) laws. In addition to these main requirements, consideration will be given to firms responding to this advertisement in accordance with instruction in the following order of preference (with 1 being the most important): 1. Surveys, monitoring, mitigation plans and remediation oversight for materials including asbestos-containing materials, lead-based paint (with XRF capability), radon and lead in drinking water and indoor air quality reporting; 2. Health and safety matters including: OSHA compliance as it relates to environmental issues, specifically human health protection and communication regarding asbestos-containing materials, lead-based paint and underground storage tank projects; preparation of Health and Safety Plans; health and safety-related training; and risk assessment and communication; 3. Emergency response actions, remedial services including highly specialized service such as mold abatement and hazardous materials management; 4. Site evaluations for property transactions including Phase I Environmental Site Assessments, Phase II Site Investigations, Environmental Assessments and Programmatic Environmental Assessments as per NEPA; 5. Underground and Aboveground Storage Tank services including closure plans, design packages and tightness testing; 6. Permitting matters as required by various regulatory programs including, but not limited to, air quality (stationary and mobile source), water quality, stormwater management and wetlands; 7. Environmental Compliance Reviews and related reporting requirements (eg. - Stormwater Pollution Prevention Plans; Spill Prevention Control and Countermeasures; Recycling, Waste Management and Pollution Prevention Plans); and 8. Energy Conservation Plans including conservation and protection of water and air resources. The contract will contain a requirement for firms to provide evidence of current insurance per claim. MBE/WBE participation is encouraged. Submissions will not be returned or retained. The number of offers received, the identity of the offerors, or the relative standing of the offers will not be disclosed to anyone until the award of the contract(s) is made. Phone calls for results will not be accepted. Interested parties are encouraged to submit their packages by one of the methods offered by the U. S. Postal Service (FIRST CLASS MAIL/PRIORITY MAIL/EXPRESS MAIL).
