- Description
- The National Oceanic and Atmospheric Administration (NOAA) intends to negotiated on a non-competitive basis with the New England Aquarium to conduct studies relative to the apparent failure of reporduction and assessment of health in western North Atlantic right whales as described in the attached Statement of Work. Offerors should issued quotes for: CLIN 0001, Hormone analyses of samples as indicated in the SOW; CLIN 0002, Transfer samples collected in Bay of Fundy to collaborators. Prepare and submit final reprot on second year; CLIN 0003 - Transfer Samples collected in the Bay of Fundy to collaborates. Prepare final report on thrid year and a summary report for the three year task. Proposed changes to the Federal Acquisition Regulation (FAR) requires that contractors be registered in the Central Contractor Register (CCR) before award of any contract, basic agreement, blanket purchase agreements, or basic ordering agreement can be made, and that contract payment and/or new awards will be conditioned on CCR registration. The FAR change will also require that contractors with existing contracts that require performance after September 30, 2003, register in the CCR. This change and registration may be viewed on the CCR website at http://www.ccr.gov. All sources capable of satifying this requirement are invited to submited its technical capability and quote which are related to the Statement of Work. This acquisition will be awarded under Federal Acquisition Regulation (FAR) Part 13. Refer to the attached Statement of Work for details.
