- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number F6CE0032760300 is issued as a combined synopsis/request for proposal. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-16, Effective 31 Oct 2003 and FAC 2001-17 & Class Deviation 2003-o0003. 4. This is a 100% small business set-aside associated with NAICS code 611519 with a size standard of $6Million. 5. PACAF requires HVAC Training sessions for (1) Libert Environmental Equipment Training EUSA 1 to include large systems, small systems and water detection for 30 participants at Kadena AFB, Japan, in February 2004, (2) Carrier Screw Liquid Chiller Training Course for 24 participants at Andersen AFB, Guam, in April 2004, (3) Carrier Residential and Light Commercial Load Estimation and Design Course for 24 participants in two locations, Yokota AFB, Japan in June 2004, and at Eielson AFB, Alaska in June 2004. Each of the four training sessions to be separately priced in offers. CLIN 0001 $______, CLIN 0002 $ _____, CLIN 0003 $ _____, TOTAL $ _______ . 6. Item descriptions for the Air Conditioning Training Course are: Offerors shall provide course development and instructional materials, literature, handouts, diploma packages and student certificates of completion, projection equipment, student computers, printers and all appropriate software programs necessary to compute the classroom work design projects and assignments. Offers must include course syllabus. 7. Performance period of training ends June 2004. 8. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. 9. A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value to the government. 10. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition without addenda. 11. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders ? Commercial Items, applies to this acquisition. Registration must be completed prior to award. An award cannot be made to you unless you are registered in the Central Contractor Registration database. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. 19. FAR Clause 52.252-1?Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full test. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offers. 22. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable. The following evaluation factors apply and are listed in descending order of importance. (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); 23. Evaluation Procedures: The government technical evaluators will evaluate descriptive literature submitted by offerors that clearly substantiates that a proposed course meets the form fit and function specified. Any offers that are not accompanied by the required descriptive data will be considered non-responsive and will not be evaluated for award. The low-priced technically acceptable offer will be selected as the best value for award. 24. Numbered Note for 100 % set aside for small business applies. 25.
