Description
NASA/JSC and the Genesis Mission has a requirement for a rotating compensator spectroscopic ellipsometer capable of rapidly scanning the surface a 10 cm point-to-point hexagonal wafers composed of various of semiconductor materials, including silicon and sapphire. The sample must be mounted in the vertical configuration with minimum contact to the frontside of the sample. The ellipsometer must scan the spectral range from 370 nm to 1700 nm with greater than 350 mm spatial resolution in less than 5 seconds. It must provide software to accurately control movement of the both the substrate and the incident laser angle between 40o and 90o. The sample mount must allow stable mounting of samples of varying materials and dimensions with minimum front side contact. The system must be integrated with an opto-electric alignment detector which allows visual display on a computer screen and quick accurate sample alignment. J.A. Woollam, Inc., Kansas City, MO is the only responsible source uniquely qualified to fulfill the requirements of this acquisition. The M2000 system from J.A. Woollam, Inc. is the only instrument that NASA found to be acceptable and meet all requirements.The estimate time of completion is three months after the date of award. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 6, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See NASA Specific Note "B".
