Description

This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and therefore, a formal written request for proposal will not be issued. The brand named item(s) listed in this announcement have been identified as meeting or exceeding the Government?s minimum requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2003-21. This requirement is for administrative effort required to authorize international broadcast rights for the Defense Media Center, Armed Forces Radio and Television Broadcast Center (AFRTS-BC), allowing them to reproduce and distribute television programming; allows AFRTS to obtain live transmission (feeds) or videotape copies for authorized programs; provide continuing service/lease terminal equipment and interconnection, providing AFRTS with the network affiliate information wire service. The NAICS code is 512120 and the Small Business Size Standard is $25,000,000. The contract is to be solicited on a sole source basis with CF Entertainment, who holds the International Distribution Rights to the programs to be acquired. Other than full and open competition is based on only one responsible source and no other services provided by another source will satisfy agency requirements. The contract shall include the following: CLIN 0001 - Basic Year: 01 JAN 2004 through 30 SEP 2004; CLIN 0002 - Option One: 01 Oct 2004 - 30 Sep 2005; and CLIN 0003 ? Option Year Two: 01 Oct 2005 - 30 Sep 2006. The provision at FAR 52.212-1, Instructions to Offerors-Commerical, and 52.212-2, Evaluation-Commercial Items, apply to this acquisition. Offeror shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Central Contractor Registration; 52.247-34, F.O.B. Destination; 52.253-1, Computer Generated Forms; 52.233-4001, Agency Protests, and the following DFARS clauses apply to this acquisition: 252.204-7004, Required Central Contractor Registration; 252.225-7035 Buy American Act-North American Free Trade Agreement Implementation Act?Balance of Payments Program Certificate; 252.212-7000, Offeror Representations and Certifications-Commercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, to include SubClins 252.225-7014, 252.247-7023 and 252.247-7024.
