Description
The U. S. Environmental Protection Agency's (EPA) Office of Science Policy (OSP), intends to conduct full and open competition for Scientific and Administrative Management Support and Information Analysis. This requirement entails the following: 1) Facilitation and Meeting Related Support that includes: Logistics - such as arranging for meeting facilities. Note taking - must be able to provide a qualified and experienced person with a scientific and highly technical background who can comprehend and provide notes or reports based on the material and information gathered at the meetings. Facilitation - Provide on site facilitators and be able to organize, schedule, and coordinate more than one conference/meeting/workshop at a time, if needed. 2) Graphics and Communications Support- develop and present graphics for use in OSP/ORD communications, Communications - using draft materials be able to develop and present communications documents, Provide displays using draft materials provided by the work assignment manager, develop and present presentation posters, display boards, booths. Provide multi-media tools- using appropriate multi-media tools such as video taping, slide production, video tape duplication of proceedings, video-conferencing, etc. 3) Training Materials- Develop training materials, topics will vary, but generally will be scientific in nature. Product is envisioned to be a combination of paper documents, web-based courses, and self contained CDs. 4) Information Analysis and Conclusions - will be required to review and analyze scientific and/or administrative management information regarding OSP/ORD programs and projects. The contractor will be provided with the information in the form of data tables, literature, or other documents. In some cases the contractor may need to interview staff, perform literature searches or locate information in the agency's public archives. 5)Collection of White Papers and Policy Documents -provide peer review services to include development of scientific issue papers and analyses. Peer reviews and analyses is limited to scientific/technical issues. Scientific peer reviewers shall be recognized nationally or internationally in their field and have a general knowledge of environmental science issues as well as the specific knowledge, expertise or experience as required by the work assignment. This requirement is anticipated as being a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) contract consisting of 1 base year and 2 option years for a total of thirty-six (36) months. The total requirement will be for a level of effort consisting of 27,000 hrs including the base and option years. It is anticipated that the solicitation will be released in approximately thirty (30) days from this posting and the proposal will be due approximately 30 days thereafter. This is a follow-on procurement to EPA contract numbers: 68-C-98-148 and 68-C-00-157. The solicitation will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible sources may submit a proposal which will be considered by EPA. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541613. See note number 26.
