- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Environmental Protection Agency (EPA) is performing "market research" to determine potential sources that are small businesses. The EPA Office of Enforcement and Compliance Assurance has a requirement for a small business contractor to perform work listed in "all" of the DRAFT statement of work task areas to provide Enforcement Support Services (ESS) for EPA Regions 5 and 6. Region 5 covers Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin and Region 6 covers Arkansas, Louisiana, New Mexico, Oklahoma, and Texas). THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested firms to submit a brief capability statement to determine whether or not this procurement will be set aside for small businesses. Limit your submission to no more than 5 pages. A DRAFT statement of work which provides a general description of the tasks that will be required is available at the following web site: http://www.epa.gov/oamsrpod/pmrcsc/charles/index.html. The applicable NAICS code is 541620 with a size standard of $6,000,000. Interested small businesses must demonstrate their capabilities to perform in the tasking areas listed in the DRAFT Statement of Work. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. small businesses, 8(a) businesses, small disadvantage businesses, small woman-owned businesses, HUBZones, service disabled veterans. At a minimum, each small business shall provide capabilities/knowledge/experience necessary to perform the Draft SOW Tasks. Also, a firm must demonstrate they have the necessary personnel with demonstrated experience, labor, materials, services, equipment and facilities to support the efforts delineated by the DRAFT Statement of Work (SOW). Small businesses shall submit an electronic copy of the requested information to Clemons.Charles@epa.gov and a hard copy via Mail to: U.S. EPA, Attn: Mr. Charles Clemons (3805R), 1200 Pennsylvania Ave, NW, Washington DC 20460 or Hand Deliver to U.S. EPA, Attn: Mr. Charles Clemons (3805R), 1300 Pennsylvania Ave, NW, Ronald Reagan Building, Washington DC 20460, No Later Than 01/23/04, 2:30 EST.
