Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-04-JMT-0033 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. This procurement is for the following: Purpose: The purpose of this effort is to enhance the current Antenna Mounted Equipment (AME) to support a modification to the down link chain. Tasks: Equipment Description: 1. This modification Shall be designed as an add-on kit to the current LHGXA AME plate. 2. The equipment Shall be designed in such a way to handle outdoor environmental conditions existing anywhere on the earth refer to DAAB07-95-R-A226 Drawing A3253195 section 3.18. 3. The Kit must also be able to mount any one of the following part numbers 552-060-001 or 552-024-001 or 552-050-001 to be specified by the government at the time of procurement. 4. The Vendor Shall paint the kit CARC 383 Green to handle harsh chemical environments. 5. The Vendor Shall produce and test a first article to be used as the production model deployed as Serial #34. 6. The Vendor Shall initially produce 34 fully assembled tested kits. With a follow on production run to cover all current and future LHGXAS, approximately 300. 7. Pack and Ship locations TBD See List of service to be provided below. Services to be provided: The Vendor Shall design and build a hardware modification kit including the following. 1. Design and Build a prototype. 2. Mounting plate, Brackets and associated hardware 3. Procure, per government specified, 552-060-001 or 552-024-001 or 552-050-001 the government reserves the option to provide these as GFE. 4. Procure Waveguide to interconnect each of the following 552-060-001, 552-024-001, 552-050-001 with the current AME baseball switch. The government reserves the option to provide the waveguide as GFE. 5. Install per government specified 552-060-001 or 552-024-001 or 552-050-001 appropriate waveguide and associated hardware to mounting plate and brackets. 6. Shall design construct and manufacture a single cable that is capable of handle the power and data requirements for part number 552-060-001, and 552-050-001 per provided specifications / pin-out. 7. Test first article mounting plate and brackets for correct fit onto the AME plate. 8. Test first article part numbers 552-060-001, 552-024-001, and 552-050-001 for accurate mounting. 9. Package and ship assembled kit. This requirement is for the Department of the Army, Ft. Monmouth, NJ. Please include all requirements on quotations. No partial quotes. No substitutions. Indicate FOB destination on quote (shipping included in price). The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
