- Description
- The USDA, Animal and Plant Health Inspection Service (APHIS) has a requirement for Architectural and Engineering Services in the Western Region. The procurement is to be competed on a full and open basis. A Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) will be awarded as a result of the solicitation for anticipated disciplines. Up to three (3) contracts may be awarded as a result of this announcement for a period of one base year with up to four 1-year option periods. Work will be accomplished by the issuance of individual task orders under the IDIQ Contract(s). Funding for this requirement will be obligated by individual task orders. Architectural and Engineering Services (A-E) are required for construction inspection and for performing Contracting Officer?s Representative (COR) services for building repairs and renovations at Logan, Utah and Pocatello, Idaho. A E services may also be required for design and preparation of plans, specifications and cost estimates for future new construction, repairs, and alterations at Logan, Utah and Pocatello, Idaho. Work will be accomplished by the issuance of individual task orders under the Indefinite Delivery Contract. New buildings generally will be in the $100,000 to $5,000,000 range. Repair and renovation work varies from a few thousand to $500,000 cost range. A-E firms will be evaluated based on the following criteria: (1) PROFESSIONAL QUALIFICATIONS, the firm (either in house or through association with qualified consultants) must provide resumes on all key and professional personnel and identify the state of professional registration for Civil, Architectural, Structural, Mechanical, and Electrical Professionals; (2) SPECIALIZED EXPERIENCE, firms must have experience inspecting construction work and in designing laboratories, renovation work, and asbestos abatement; (3) CAPACITY, all design disciplines are available with supporting technical and clerical staff, use of computer generated nationally recognized guide specifications and use of computer aided drafting compatible with MS Windows based AutoCAD 2000, or higher; (4) PAST PERFORMANCE, past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) LOCATION, firms in the general geographical area of the project and knowledge of the locality of the project, local codes, and local building officials, (6) INTERVIEW, discussions with at least three of the most highly qualified firms. Consideration will be limited to firms having an existing A/E office within 100 miles of Logan, Utah and Pocatello, Idaho. Responses to this announcement shall be made by completion and submittal of Standard Forms SF 254 and SF 255, and all pertinent supplemental and/or supporting data. The solicitation when issued to the selected firm(s) will require firm fixed prices, including hourly rates for anticipated disciplines, travel, overhead, profit, and general and administrative costs for use in establishing/awarding task orders. The solicitation will be awarded as an IDIQ Contract. The term of the ordering period of the contract(s) shall be one base year, with four (4) one (1) year option periods.
