- Description
- The U.S. Department of Energy intends to conduct an acquisition by means other than full and open competition. The anticipated sole source acquisition is to General Atomics of San Diego California. The contract will be CPFF and approximately $200,000 for a period of one year with four one-year options (total of five years). This work is a continuation of work prior performed under a DOE contract with the DOE Oakland Operations Office. GA shall continue to participate in a cooperative program with the European Union (EU) to irradiate coated particle fuel compacts that were made by an improved process during the 1990s. GA will provide the fuel compacts to the EU and assist in the preparation of specifications for the irradiation. The irradiation tests will take place at the EU?s High Flux Reactor in Petten, Netherlands. The EU will provide the capsule for the irradiation examination, and the disposal of the test samples. GA will supply the compacts, assist in the preparation of the specifications for the irradiation and post-irradiation examination (PIE), follow the progress of the irradiation and PIE, and prepare a final report on the compact irradiation. The exception to competition is 10 US.C 2304(c)(1) ? only one responsible source and no other types of supplies or services will satisfy agency requirements. This is not a notice of availability of a solicitation ? there is no RFP available. Only sources believing they have the requisite capability may respond with a capability statement. Any statements received will be reviewed only to determine if the basis for a sole source procurement no longer exists and the acquisition should then proceed on a competitive basis. Responses must be received no later than January 22, 2004. Point of contract is T. Wade Hillebrant, Contracting Officer.
