- Description
- The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with Counterparts, Inc., Cabin John, MD 20818. The purpose of this procurement is to support the Maternal and Child Health Bureau (MCHB) and the Health and Human Services (HHS) Office on Disability in synthesizing the results of the HHS?s international efforts on developing systems of care for children with special health care needs (CSHCN) to support its work on the New Freedom Initiative. Counterparts planned the first International Congress on Serving Children with Disabilities in the Community in 1992-1994, 1996 and 1998. Counterparts has served as the liaison with the Canadian Government and its national family advocacy organization in panning the first of these Children?s Congresses to be hold outside the U.S. in October, 2000. Most of all, through its work on the first seven International Congresses, its principles have developed an extensive database on pediatric providers, service systems, and program initiatives in a variety of countries. Counterparts serve as an archive for all the documents from prior congresses. The material that Counterparts has is not available in their entirety anywhere else. Any other organization would have to replicate the database before they could start work. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, Counterparts is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253(1), as set forth in FAR 6.302-1(b)(1). This requirement will be awarded under FAR Part 13 - Simplified Acquisition Procedures. The anticipated period of performance is for a twelve (12) month period. The NAICS code for this procurement is 541990. A Justification for Other than Full and Open Competition is on file. This announcement is for information only. NO solicitation is available.
