- The pre-solicitation notice posted 7 Jan 2004 is hereby changed to read as follows: The Government intends to issue multiple Blanket Purchase Agreements (BPAs) from existing GSA Schedule providers on the GSA MOBIS Schedule for SIN 874-1 or 874-4 or 874-6 or any, or all three SINs, for a three (5) year period for a wide variety of Program Management, A-76 Competitive Sourcing Consultant Services, and other Business Case Analysis, Business Process re-engineering, procurement and human resources (HR) support services in support of the Department of Labor?s Competitive Sourcing Presidential Agenda. Services will be in support of all DOL agencies, bureaus and offices as listed in the SOW that may cover the entire United States regional offices. The contractor(s) will be required to provide Program Management, BPR, BCA, Pre-planning activities, PWS, QASP, Agency Tender Product development, and other support services stipulated in the SOW, and as may be defined in the OMB Circular A-76. Agency ordering officers, contracting officers of all DOL activities listed in the BPA Statement of Work (SOW) will be required to coordinate their support for A-76 consultant and other BPR, BCA, PM, and HR support services assuming full responsibility in ensuring successful execution of the Statement of Work (SOW) to the Pool of Qualified Service Providers that shall be evaluated and selected for placement on the Master DOL BPA. The services will be procured from contractors who are evaluated and determined Technically Acceptable (i.e., fully qualified, capable, and experienced in the processes listed in the BPA SOW. It is anticipated that multiple Blanket Purchasing Agreements (BPAs) will be issued with individual BPA Orders awarded under the BPAs issued. It is the intent of the Government to have available, a master list (Pool of Qualified SIN 874-1,874-4,874-6, or any or all available and qualified Service Providers (SP) in which to pull from to compete for the individual Orders. To receive consideration, an Offeror must be found Technically Acceptable and their prices offered in response to the RFQ must be the overall lowest pricing, GSA further discounted, and determined fair and reasonable. As the need exists beyond the first year, additional GSA schedule providers may be added to the BPA. As a result, acceptance of contractors into the Pool of Qualified Service providers is possible across the life of this anticipated requirement if needed due to increasing size and scope of competitive sourcing studies at DOL. The Request for Quotes (RFQ) to include the Statement of Work (SOW) Attachment 1, Past Performance Questionnaire, Attachment 2, Certificate of Acceptance, Attachment 3, Non-Disclosure Agreement, Attachment 4, and Schedule of Pricing, Attachment 5 will be posted to FEBIZOPPS at www.eps.gov, no later than 9 Jan 2004.
