- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) website, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Planholders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Proposed Issue Date: January 23, 2004. Title of Project: Jamaica Bay Wildlife Refuge Visitor Facility. Description: The work of this contract consists of partial demolition and construction of a new visitor contact station. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price, with technical capability and price being of equal importance, and will then select the contractor whose proposal represents the best value to the Government. Demonstrated direct experience in the LEED certification process is required. Evaluation criteria will be as follows: (1) technical competence and qualifications of the prime contractor who will be directly responsible for the work, based on education and experience pertinent to the work, (2) Demonstrated direct experience and success of the prime contractor with the LEED Green Building rating system, (3) Experience managing and building construction projects of similar scope in New York City, within budget and schedule, (4) Demonstrated ability to develop a computer-generated CPM schedule that will include selective demolition of the existing building, as well as exterior civil and landscape systems, and (5) Demonstrated competence in contractor quality control and inspection systems to assure quality work and to comply with all OSHA safety regulations. Estimated price range: $1 million-$5 million. Time for completion: 365 calendar days. Proposal receipt date is approximate; actual date will be established at the time that the solicitation is issued.
