- Description
- This solicitation notice is to obtain services performed by or under the direct supervision of a Professional Engineer licensed in the State of Oregon. The Engineer shall be qualified by education and experience in Civil or Environmental Engineering. Additional work by a qualified professional Electrical Engineer will also be needed. The work to be performed includes site visits and investigations of water and wastewater systems on the Forests to obtain sufficient information on the existing condition, and preparation of a comprehensive Engineering Report as required by Forest Service manuals.The reports shall give a range of alternatives with associated costs based on the existing condition and current code compliance (including electrical codes where applicable). Alternatives should attempt to explore the use of renewable energy, ?green? materials and ?green? systems where feasible. A life cycle cost analysis shall be conducted to fully investigate all alternatives. Individual alternative costs shall be compared to each other using a present worth value. The report shall recommend a preferred alternative and fully develop it in sufficient detail that a designer will have all criteria needed to produce a complete design with plans and specifications. Design details shall accompany any specific design recommendation. Engineering reports shall be completed for the following water systems on the Malheur National Forest: Allison Guard Station Water System PWS#4105744Magone Lake Campground Water System PWS#4192585Parrish Cabin Campground Water System PWS#4192580 The total contract length shall be 75 calendar days from Notice to Proceed. Qualified firms interested in providing professional services of the type listed above are hereby invited to submit Standard Forms 254 and 255. The criteria set forth in the FAR 36.602-1 will be used in conjunction with the specialized selection criteria to assess your firm's qualifications for this project. Selection of firms for negotiation shall be through an order of preference based on the following criteria:(1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required, with primary small residential development or rural municipal water and wastewater systems. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (7) As prescribed in FSAR 4G36.602-1 additional points may be assigned or credit given to potential contractors that are subcontracting or will subcontract with certified 8(a) or other small disadvantaged businesses.
