- REQUIREMENT. The Air Force is attempting to determine if capable and willing small business contractors are available to provide paramedic/ambulance support services for Randolph AFB, TX. (The Scope below is a summary of the required services but is not intended to be all inclusive). SCOPE: a. The service provider shall provide full paramedic emergency patient response and transport services (to include in-flight emergencies) 24 hours a day, every day of the year to include all holidays, to Randolph AFB, TX. b. The service provider shall arrive at the gate specified within 10 minutes of notification, at a minimum of 90% of the time. c. The service provider shall provide the range of paramedic and ambulance services provided in the local community to include Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS) and treatment of physiological incidents (e.g. decompression sickness or DCS). d. The service provider shall perform services in accordance with the professional standards of the Joint Commission Accreditation of Healthcare Organizations, and Texas Department of Health?s Bureau of Emergency Medical Services. e. Service provider shall transfer patients to Brooke Army Medical Center (BAMC), Wilford Hall Medical Center (WHMC), or other hospitals in the San Antonio area. f. Randolph AFB emergency response services operate on UHF frequency. Service provider equipment must allow two-way communication between service provider and Randolph AFB emergency response elements. g. Based on historical data, the estimated number of ambulance responses per year has been 408 with an average of 34 per month. Stand-by services are estimated at 80 hours per year with every other year estimated at 140 hours due to air show requirements. The estimated Period of Performance: Basic Contract Period of 1 Oct 04 ? 30 sep 05, with a possible four one-year option periods. The final option year, if exercised, would be 1 Oct 08 ?30 Sep 09. Small Business (SB) Set-Aside. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice. In order for the Government to make a SB set-aside determination, it is requested that SB concerns provide sufficient written information supporting their capability to perform. This information should as a minimum include (a) company name, address, point of contact, and their telephone number and e-mail address; (b) approximate annual gross revenue; (c) small business status (8(a), HUBZone, veteran-owned, women-owned, etc,); (d) experience providing the services as stated in the scope of work section of this synopsis, and pertinent past and current contracts with references and points of contact; (e) comments indicating whether or not they would be likely to submit a proposal if a formal solicitation is forthcoming. The planned NAICS (North American Industry Classification System) code is 621910 with a business size standard of $6 million. Provide all required information in response to this sources-sought synopsis via e-mail not later than 29 Jan 04. The proposed contract type is Firm Fixed Price. The Service Contract Act applies.
