- The U.S. Army HQ, Army Field Support Command (HQ, AFSC) is seeking interested sources for the proposed procurement of M54A1 Burster. Current projected base quantity is 66,671 and options up to 100% will be included for years 2 and 3. Manufacture sh all be in accordance with Technical Data Package List (TDPL) 19200 12991152. For this procurement the Government will be utilizing a Best Value approach with evaluations in areas including, but not limited to Technical/Management Capability, Past Performa nce and Small Business Utilization/Past Performance. Proposed method of procurement is restriction to the National Technology and Industrial Base (U.S./Canada) under the authority of FAR 6.302-3. It is the Government's intent to host a Government/Industr y Day at Picatinny Arsenal, Picatinny NJ on 11 February 2003. Specific time and place can be obtained by written request from the Contract Specialist below. The purpose of the Government/Industry Day is to discuss technical information on the manufacture of this item and to allow potential bidders the opportunity to tour the Government??????s facility, in particular the melt/pour and cooling processes, which are critical to successful manufacture of the burster. The M54A1 Burster extends through the cen ter of a M110A2 Projectile that is a steel shell filled with approximately 15.6 pounds of white phosphorous (WP). The M54A1 Burster is composed of a burster tube 20.64 inches in length which is made from carbon steel and is filled with Composition B5 explo sive by adding sufficient TNT to molten Cyclotol Type I (75/25) to bring TNT composition to 34%. The Elastomer and Glyceride of 12-Hydroxy Steric Acid are then added separately and the mixture stirred until uniform. Process must result in a M54A1 Burster t hat meets radiographic requirements and chemical analysis requirement for TNT, RDX, and Resin. The function of the M54A1 Burster is as follows: Once the M110A2 Projectile is fired out of the gun tube the installed fuze functions on impact whereby it detona tes the M54A1 Burster which ruptures the burster case, projectile case and disperses the White Phosphorous (WP) filler. The White Phosphorous ignites spontaneously upon contact with air and produces a dense smoke, which is used for screening purposes. Thi s market survey is for information and planning purposes only, does not constitute an RFP and is not to be construed as a commitment by the Government. Potential offerors are advised that this requirement contains technical data as defined by 22 CFR Secti on 120.10. Any contractor not meeting the requirements of the International Traffic in Arms Regulation (ITAR) will not be eligible to participate in this Government/Industry Day. Those contractors interested in participating in this Government/Industry D ay shall provide the required ITAR certifications to the Contract Specialist no later than 30 January 2003.
