Description
Fixed-wing aircraft services for the Chugach National Forest. Contract will be for float and/or amphib aircraft in the Cordova area for one year beginning 1 July 2004 thru 30 June 2005. The services of aircraft shall be fully operated by qualified personnel & equipped to meet specifications for use in administration and protection of Public Lands. The types of service which the aircraft will generally be required to perform include but are not restricted to: transportation of personnel, equipment & supplies; reconnaissance & observation; transportation of cargo; search & rescue missions; routine & tactical law enforcement missions (See C5.1, Definitions)& fire support. Aircraft will be required to operate out of irregular areas & must be of a design & power to adequately perform over & from such areas. Strict compliance with specifications on power, design of aircraft & use of experienced pilots shall be required. The Government has interagency & cooperative agreements with State & Federal Agencies, & private landholders & may dispatch aircraft under this contract for such cooperative use. Contractors must be currently certified under FAR Part 135 (Air Taxi Operators & Commercial Operators of Small Aircraft). The Contractor will furnish a copy of his Part 135 Operations Manual to the Contracting Officer prior to operation under the contract. Aircraft shall be maintained and operated in accordance with the requirements of the Federal Aviation Regulations (14 CFR 135.1 Subparagraph (b) notwithstanding)& the air aviation regulations of the State of Alaska, except those requirements specifically waived by the Contracting Officer for operations under this contract. Status as a "public aircraft" does not alter this requirement for compliance with the above regulations Aircraft may be required to carry hazardous materials in accordance with 49 CFR and Forest Service Grants of Exemption. The solicitation will be available online at www.fedbizopps.gov 15 days after the posting date of this notice.
